Description of Project: The project is a turn-key project to reduce pollutant discharges into the impaired Indian River Lagoon by installing nutrient separating baffle boxes at five (5) drainage outfalls within the City of Palm Bay. The five locations are strategically located to benefit basins 3, 6, and 7, and together create a treatment train. The benefit of the five (5) baffle boxes is that they will help to reduce the amount of Total Nitrogen, Total Phosphorus and Total Suspended Solids from the drainage system and will help to improve water quality for the impaired Indian River Lagoon. The third (3rd) generation nutrient separating baffle boxes shall be precast concrete boxes per the details and specifications shown on the two design plans for the five (5) locations. The box concrete strength will be 5,000 PSI minimum with reinforcing rebar per ASTM and FDOT standards. The details and specifications shown on the plans are provided to show minimum required designs; City will accept any equivalent baffle boxes that meet the plans' same specifications. The box dimensions will be sized for existing concrete pipe as shown on the plan sheet for each individual location. The filter material shall provide the required DEP threshold for the percentage of reduction in the amount of Total Nitrogen, Total Phosphorus and Total Suspended Solids from the drainage system. The filter material shall be removable for cleaning and replacement. The box top shall be installed with rectangular hatches instead of manhole lids when possible and the hatch opening large enough to a person to access the boxes' internal components for cleaning and maintenance. If there are no other options and manholes need to be installed, they shall be 36" in diameter. This turn-key project is to construct stormwater treatment trains in accordance with the final design plans, Grant requirements and permits. The project construction will take place in five locations as shown on pages 4, 6, 9, and 10 of the plan set titled Palm Bay Inlet Treatment Train, and associated detail sheets; and as shown on page 4 of the plan set titled Turkey Creek Nutrient Baffle Box, and associated detail sheets. Only the bubbled areas on the plans titled Palm Bay Inlet Treatment Train are a part of the project. Project construction will include Mobilization/demobilization, erosion control, dewatering, Maintenance of Traffic, sign removal, utility conflict coordination, utility relocations as applicable, testing, furnish and install all items, furnish and install media, pavement restoration if affected, fence removal and reinstallation, as-built and final restoration and all other incidentals not mentioned in this listing or bid tab items. The selected contractor shall be responsible to furnish and install all items identified on the construction plans. All addenda to the original plans and specifications will be electronically posted to the websites identified above. Bidders must acknowledge that they examined all addenda as set forth in Section 00300(3)(A) of the Bid form. It is the Bidder's responsibility to ensure that Bid submittals are in accordance with all addenda issued. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from its terms and requirements. Bids will be received for the project as set forth on the Bid Form, and the award, if made, will be made to the lowest responsible and responsive Bidder whose qualifications indicate the award will be in the best interest of the City of Palm Bay. Bids shall be: 1. Submitted on standard forms which will be furnished with the specifications. 2. Accompanied by a certified or cashier's check (drawn in favor of the City of Palm Bay, Florida) or by a Bid Bond in the amount of five percent (5%) of the total Bid. 3. Irrevocable after the time and date for the opening of Bids and for a period of ninety (90) days thereafter. 4. Submitted in sealed envelopes marked: TURKEY CREEK BAFFLE BOX PROJECT BID # 05-0-2023/NC In addition, the Bidder's name, address and Florida Contractor's License Number shall be shown on the outside of the sealed envelope. If submitted by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENVELOPE ENCLOSED" on the face thereof. The City of Palm Bay reserves the right to waive technicalities, irregularities or formalities; to reject any or all Bids; to accept that Bid which is in the best interest of the City of Palm Bay; and nothing contained herein shall place a duty upon the OWNER to reject any BID or award a contract based upon anything other than the OWNER's sole discretion as described herein. Bidders must comply with the President's Executive Orders Nos. 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Bidders shall not contact any City staff member concerning this solicitation except the Procurement Staff Member
