As of December 12, 2023, the project has been awarded, however, a timeline for construction has not been confirmed. Relay of Water Mains in Lowber Street From Mount. Vernon Street to Wallace Street, N. 40th Street From Lancaster Avenue to Brown Street (Est. $2,000,000 to $3,000,000) No quotes will be accepted unless a Questionnaire & Financial Statement for Qualified Sellers with all questions fully answered is filed with portal on or before Tuesday, January 31, 2023 These Bids require Compliance with Office of Economic Opportunity. These projects are being federally funded by the Water Infrastructure Financing and Innovation Act (WIFIA) and therefore requires all contractors to demonstrate compliance with the American Iron and Steel requirements, Davis Bacon and Related Acts, Equal Employment Opportunity (EEO), Civil Rights Obligations, Federal Lobbying Restrictions (31 U.S.C 1352), Executive Orders 11246, 12432, The John S. McCain National Defense Authorization Act for Fiscal Year 2019 (P.L. 115-232), at Section 889 et al. Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms. In Lieu of prebid meeting, any questions should be emailed to Jessica.Musti@phila.gov by Friday, February 3, 2023. The work of this Contract includes all work necessary to produce complete and fully usable water, sewer, and stormwater facilities as shown and described in the Contract Documents. B. The work of this Contract has a designed service life of 100 years. Because of the great expense involved in detecting, locating, and repairing defects, only the best methods and materials, and the most skilled workmen, shall be used in the performance of this work. C. The paving work of this Contract has a designed service life of 40 years. All such work shall conform strictly to the requirements of the Philadelphia Streets Department (for work in City Streets) and of the Pennsylvania Department of Transportation (for work in State Highways). D. Past experience indicates that inadequate compacting of backfill in water, sewer, and stormwater trenches frequently results in premature failure of paving patches. The Contractor will be required to employ the best practices for placing and compacting backfill in order to prevent such failure. E. Past experience indicates that over-compaction of subgrade in infiltration trenches results in failure of infiltration systems. The Contractor will be required to adhere to the specific excavation of the subgrade preparation and grading as directed elsewhere in these specifications. F. The Contractor shall be required to maintain a clean, functional, and safe worksite at all times. Measures indicated herein are considered the minimum acceptable requirements to maintain a responsible worksite, although site-specific conditions may mandate additional measures on any given project. In such cases, the Contractor is required to be amenable and responsive to requests from the Project Manager to increase site management procedures in place.
