Site work for a water / sewer project in Bloomfield, New York. Conceptual plans call for site work for a water / sewer project.

The Village of Bloomfield is seeking a comprehensive study of their sanitary sewer system to identify sources of inflow and infiltration into the system, and to create a plan for reducing these flows. The Village of Bloomfield owns and operates their own sanitary sewer system that includes a wastewater treatment plant that is permitted to treat a maximum of 323,000 gallons per day. During rain events the flow into the plant has reached as high as 850,000 gallons per day. The added flow due to sources of inflow and infiltration puts the Village at risk of exceeding their discharge permit as well as adding undo stress on the plant. These issues reduce the quality of the effluent being discharged, negatively impacting the ecosystems of downstream water bodies. The WWTP discharges to Fish Creek, a DEC regulated trout stream, so it is important to ensure the quality of the effluent being discharged. Additionally, the project will protect the drinking water aquifer that is beneath the Village. The necessity of reserving flow capacity for rain events also limits the Village's ability for future development to add new sewer customers. Questions Regarding this proposal should be emailed to: Mark Falsone, Mayor, Mayor@bloomfieldny.org Study Requirements: Part I: Identification of Inflow and Infiltration Sources This section is to identify significant sources of inflow and infiltration (I & I) throughout the sewer system. The consultant is expected to identify sources of I & I utilizing appropriate methods including but not limited to inspection of select manholes, video analysis of sewer mains and laterals at critical locations, supplemental flow metering at various locations in the sanitary sewer system, select smoke testing, dye testing, etc. To assist in this analysis, the Village has historical data and supplemental information from 2009 Smoke Testing Report and 2022 Flow Monitoring Study. Part II: Remediation Plan The consultant is expected to present a plan for reducing inflow and infiltration. This plan must include a cost estimate for each action and along with an estimated time to implement the action. Actions should be listed in ascending cost/benefit order with action having the lowest cost/benefit ratio presented first. Part III: Recommendations for Grant Funding In order to implement the remediation plan the Village of Bloomfield will require grant funding to minimize the financial impact on rate payers. The approximately 400 sewer customers are a small base upon which to spread new capital costs. It is therefore critical for the consultant to include potential sources of grant funding along with methodologies that the Village of Bloomfield should follow to maximize their chance of being awarded grant funds. The Method of Contractor Selection has not been determined at this Time.
