For Renovate Aces Place The City of Riggins is soliciting proposals from qualified engineering firms for assistance in the following: The City of Riggins is seeking to renovate Ace's Place which is a side street and the main access road to the Salmon River School District offices, and Middle/High School campus. Ace's Place also provides access to numerous residences. There are a number of issues to be addressed: 1. Replace approximately 560 feet of ductile iron water pipe, and associated service lines to the school complex and residences. 2. Determine the feasibility of creating a looped water distribution system in this area. This would involve connecting the new waterline to an existing 10-inch water distribution line located approximately 600 feet to the south. 3. Determine the need for additional fire hydrants. 4. Replace an existing City Irrigation Ditch culvert that crosses under Ace's Place. 5. Replace existing sidewalks to comply with ADA requirements. 6. Address storm water drainage issues. 7. Full length and width paving upon completion of the project. 8. Provide assistance with Grant funding. Professional services required are likely to include Preliminary Engineering, Right of Way, Design Phase Services, Bidding and Construction Phase Services. The City of Riggins will be seeking grant funding in order to complete the proposed project. Proposals will be ranked on qualifications and the City of Riggins may choose to interview several of the top ranked firms. However, at its discretion, the City of Riggins may dispense with interviews and select a firm to perform the work. Firms will be evaluated on the basis of the following factors: Firm History and Capability to Perform Project, Relevant Project Experience, Qualifications of Project Team, Familiarity with Area and Project, and Project Approach and Schedule. Selected references will be contacted. The City of Riggins will seek to negotiate a contract, a detailed Scope of Work, fee schedule, etc. with the preferred firm. If unable to reach an agreement, the City of Riggins will terminate negotiations and commence negotiations with the second-ranked firm, and so forth. The City of Riggins expects to evaluate proposals and provide written notification of the short-listed firms within 30 days of receipt of proposals. If interviews are held, they will be scheduled within two weeks of short-list notification. The method of contractor selection has not been determined at this time
