For Improvements to the 14th Street Viaduct Pier and Tunnel Lighting The County of Hudson will consider bids for this project only from Qualified Bidders as per N.J.S.A. 40A:11-25. Prequalification Regulations, Statement of Bidder Qualifications/Prequalification Criteria All prospective bidders must submit a completed Bidders Qualification Statement which must be submitted in triplicate, in sealed envelopes separate from the bid, endorsed "Improvements to the 14th Street Viaduct Pier and Tunnel Lighting, City of Hoboken" - File #3335 and delivered by hand or mail as further described in the specifications. The qualification of prospective bidders will be evaluated by representatives of the County of Hudson, Office of the County Engineer, and Department of Roads and Public Property in accordance with the Evaluation Criteria set forth therein. Only prospective bidders whose Bidders' Qualification Statements are determined acceptable will be identified as Qualified Bidders and have their bids reviewed. Bids must be submitted in sealed envelopes, separate from the Bidders' Qualification Statement, endorsed "Improvements to the 14th Street Viaduct Pier and Tunnel Lighting, City of Hoboken" - File #3335 and delivered by hand or mail as further described in the specifications. All bids received, will be unsealed at the designated time and place, the contents thereof will be publicly announced and the prices and terms will be recorded. While prices and terms will be publicly announced and recorded, only those bidders identified as Qualified Bidders will have their bids reviewed by the County. Each bid must be accompanied by (a) a cashier's check, certified check or bid bond payable to the County of Hudson in the sum equal to ten percent of the bid, but in no case to exceed $20,000.00; (b) a certificate from a surety company authorized to do business in New Jersey, rated A or better by AM. Best, that such company will provide tlie bidder with a Performance Bond or Bonds called for in the specifications; and, (c) statement of ownership disclosure form; (d) a list of subcontractors; and, (e) bid forms with acknowledgement of receipt of Addenda. Bidders shall refer to the Specifications' Checklist for a complete listing of required forms - all forms marked required shall be properly executed and included with the bid. Attention of bidders is called to the existence of statutes and regulations relative to the safety of workmen, hours of labor, workman's compensation insurance, preference for and prohibition of certain types of labor, anti-discrimination against labor and other particular statutes and regulations affecting the proposed public work together with regulations, rules and ordinances of the municipality in which the work is to be done. Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27. Once submitted, no bid can be withdrawn without the consent of Hudson County or as permitted by law. Hudson County reserves the right to reject any and all bids and to waive any defect in the bids or bid proposals as permitted by law. The acceptance of any bid by the County is contingent upon the Director of Finance & Administration's certification that the funds are available.
