The necessary documents and other information can be obtained by the service, which is an electronic tendering system set up by the Government of Quebec. Tenders must be accompanied by a certified check, made payable to Ville de Gaspé, for an amount equal to or greater than 10% of the total amount for the first year of performance of the contract, including all applicable taxes. In the absence of a certified check, tenders may be accompanied by a tender bond issued by an insurance company holding an insurer's license in Canada or in Quebec, established in the same amount and valid for a period of 90 days from the date of opening of tenders. A letter of commitment to issue a performance bond must also be attached to the bid. This bid security must be exchanged, at the signing of the contract, for a performance bond, the amount of which is equal to 100% of the annual value of its contract, including all applicable taxes and renewable each year. Any bidder whose bid exceeds $1,000,000 must, on the date of submission of his bid, hold a contracting authorization issued by the Autorité des Marchés publics (AMP) and he must attach a copy of his authorization to the tender documents.
