All Pre-qualification Requests for Information (Rfis) Must Be Submitted No Later Than 2:00 Pm Est on Monday, January 23rd, 2023, Prior to When Qualifications Are Due. RFQ INTRODUCTION: The Providence Housing Authority (PHA) is seeking qualified Architectural and Engineering (A&E) firms to provide Design Services for the design of a Spray Park / Splash Pad ("Project"). The project location is Hartford Park Family Community located off Hartford Avenue in Providence, RI 02909. Designer shall be responsible for furnishing design, engineering, and construction services for the satisfactory completion of the Project. The cost of the work for the winning A&E firm shall include all fees, material, labor, and services necessary, including design, engineering, as well as any type of Civil design and engineering to produce a construction plan set that will be stamped / approved and followed by a contractor to install the spray park. The spray park will drain to storm water and not use filtration but will take advantage of water mitigation metering to elevate costs associated with sewer usage. Any necessary pumps and tanks need to produce spray and splash for the approved fixtures will be required as per manufactures requirements. The A&E firm will be responsible for establishing a professional "design team" and responding to this RFQ. The team should consist of professionals (licensed where required) in the areas of splash pad design, splash pad construction, architectural design, structural design, site design. Proposals provided in response to this RFQ that comply with PHA's requirements set forth by PHA's Procurement department including all forms and certifications, will be evaluated by a team within PHA'S organization. Based on the results of the evaluation, the PHA will pick all firms deemed "qualified" to perform the proposed design services. After which time the PHA will request pricing from the qualified A&E firms via an RFP scenario and award the project to the most advantageous Proposer based on the RFQ evaluation and cost set forth in the Request for Price (RFP) to come after the RFQ.
