The scope of this project includes, but is not limited to, the replacement of HVAC ductwork insulation on Roofs C, L, and J and the replacement of mechanical equipment & ductwork on Roof G and J at the Mendham Elementary School. It also includes, but is not limited to, the replacement of mechanical equipment and insulation on roofs H, I, and G at the Mendham Middle School. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a bid for the Project, the Bidder shall be classified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) as of the date and time of the bid opening as C032 HVACR. Additionally, if the Bidder is not classified by the DPMC in the following categories, the Bidder shall retain a subcontractor in those disciplines that the Bidder is not so classified, such subcontractors shall be named in the bid, and all documentation required by the bid documents and by law to be provided for such subcontractors shall be provided in the time required by the bid documents and by law: C029 Structural Steel and Ornamental Iron; and C030 Plumbing; and C047 Electrical Further, if the Bidder is not classified by the DPMC as C068 Roofing Membrane Modified Bitumen, the Bidder shall be required to retain a subcontractor that is DPMC classified C068. However, such roofing and general construction subcontractors shall not be named in the bid. But all required documents for the roofing and general construction subcontractors (Business Registration Certificate, Public Works Certificate, etc.) shall be provided after the award. Bids shall be submitted on the provided proposal forms and be accompanied by a certified check, cashiers check or bid bond draw to the order of the Mendham Township Board of Education for not less than ten percent (10%) of the bid, but in no case in excess of Twenty Thousand Dollars ($20,000.00). Bid securities shall comply with N.J.S.A. 18A:18A-24. Bids shall include a Consent of Surety obligating the issuing surety company to provide the bidder and its subcontractors, if successful, with a New Jersey Statutory Performance and Payment Bond in the full amount of the contract. No bid may be withdrawn for a period of sixty (60) days after the opening date. The Board reserves the right to reject any and all bids and/or waive any informality in the bidding, as permitted by law. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27. Pursuant to N.J.S.A. 34:11-56.50 et seq., Bidders and their subcontractors are required to be registered with the New Jersey Department of Labor.
