Demolition, site work and new construction of a mixed-use development in Portland, Oregon. Conceptual plans call for the demolition of a multi-residential development.
Proposals are requested from qualified professional design firms to provide Conceptual Master Plan options to support the redevelopment of the Ellington Apartments, a 10.7-acre housing site at the intersection of NE 66th Ave and NE Halsey St in the Madison South neighborhood of Northeast Portland, and owned by Portland Housing Bureau. Home Forward, acting as the asset manager for the property, will accept Proposals. The master plan will support the future redevelopment of The Ellington Apartments. The Conceptual Master Plan should include an increase in density with support 1-, 2-, 3-, and 4-bedroom units, property management and resident services facilities, laundry facilities, event/multipurpose space, and playgrounds & additional outdoor recreation spaces for resident use. The RFP will be available on BidLocker (https://bidlocker.us/a/homeforward/BidLocker. Interested firms must subscribe to the solicitation to be added to the Prospective Responders List and to receive addenda. Home Forward has an aspirational goal of 28% participation by Underutilized Business Enterprises (UBE), including those certified by the State of Oregon's Certification Office for Business Inclusion & Diversity (COBID) for all contracts. This percentage is based on total contract value and may also be achieved through subconsultant engagement. Interested UBE are encouraged to submit Proposals or participate as subconsultants.
