Site work and paving for a civil project in Youngstown, Ohio. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

**As of March 3,2023,project was awarded to Lindy Paving Inc., awarded amount is $6,842,053.10.** Work consists of resurfacing of various roads throughout the County and replacement of the Middletown Road Structure & the Rosemont Road Structure with reinforced concrete box culverts. The completion date for the project is September 30, 2023. Checks are to be made payable to Treasurer of Mahoning County. Failure to obtain a copy of the plans and specifications from the Mahoning County Purchasing Department may result in bid rejection/s due to non-compliance with fee requirements and official addendum notification/s. For all bids in excess of $50,000.00 , a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law. A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required. PRE-BID QUESTIONS: Submit all Pre-Bid Questions in writing via the Countys email at ContractorPre-BidOuestions@mahoningcountyoh.gov. All questions must be submitted prior to the deadline of 3:00 PM, five (5) working days prior to the public opening of Bids. A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved. Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. All Contractors must be pre-qualified with the Ohio Department of Transportation. This project is funded by the Ohio Public Works Commission. All bidders shall comply with the prevailing wage rates as determined by the State of Ohio, Department of Commerce along with other provisions included within the contract documents that are applicable to State Issue I projects. Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of ODOT CMS 106.09. The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. In addition, the Board of Mahoning County Commissioners reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least sixty (60) days after the opening thereof. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin. Five (5) days prior to starting the milling operation involving State Routes, the contractor shall contact the District ODOT Office, Dave Koneval (330-786-3146), David.Koneval@dot.ohio.gov. The ODOT signal electrician will review the condition ofthe loop detectors after the milling operation is complete to determine the need for replacement Scope - Replacement of two (2) 72''x44" corrugated metal pipes with (1) 9' span x 5* rise precast concrete box culvert and other related work.
