The City of Mount Vernon is requesting bids to maintain both non-irrigated and irrigated turf areas and weed landscape areas throughout the City of Mount Vernon. The purpose of this Request for Proposal (RFP) is to determine if mowing and landscape maintenance services can be provided in a cost-effective manner and, if so, select a Contractor(s) to provide such service(s) at the sites listed in Attachment "B", Attachment "C", and Attachment "D". Contractor shall perform the services listed in the proposal as described in the specifications, in a manner consistent with the accepted practices for other similar services, performed to the City's satisfaction, within the time period prescribed by the City and pursuant to the direction of the City Parks and Enrichment Services Operations Manager. This contract will start upon award, and end on October 31, 2023, and contain a two-year renewal option for years 2024 and 2025. Said option may be exercised by the Parks and Enrichment Services Director prior to the expiration of the 2013 contract. The City of Mount Vernon is accepting sealed bid proposals for: City of Mount Vernon Turf, Right-of-Way & Planter Bed Maintenance Areas (Small Works Roster). Bids will be received electronically via the City's e-Procurement Portal until 10:00 am, on Friday, February 10, 2023, for Maintenance of both non-irrigated and irrigated turf areas and weed landscape areas throughout the City of Mount Vernon. The City of Mount Vernon, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. All formal turf shall be maintained to a height of two - three inches every week during the growing season. All rough turf and bio swales shall be maintained to a height of three to four inches. - every week The Contractor shall adjust lawn mowing heights at the written request of the City of Mount Vernon. Contractor shall be responsible for removing debris, and items of value found on lawns, as appropriate, away from the path of equipment, and grounds maintenance activities (e.g., bicycles, children's toys, picnic tables, wire, bottles, tin cans, sticks, paper, and litter discarded by others) prior to beginning mowing, and during mowing operations as necessary. Accumulated trash and debris shall be properly disposed of in on-site trash containers. Items of value that are damaged while carrying out this contract shall be paid for by the Contractor at replacement cost for the item. Contractor shall be responsible at EVERY lawn mowing location for trimming along walkways, pathways, tree wells, signposts, landscape rocks, electrical / irrigation / valve boxes, fencing, plants, near buildings, in curbs and gutters, around all dumpsters and dumpster area, etc., and any other part of the lawn area where the lawn mowers may not be able to reach during routine mowing, in order to maintain neat and trimmed appearance. Areas to be trimmed shall be brought to the same level as the mowing level of the lawn. Care shall be taken not to damage structures or trees with equipment. There are to be no visible weeds. Weed disposal is incidental to other items in the contract and shall be disposed of at the City Yard Waste Facility at 1010 Shop Lane; Contractor is exempt from City Yard Waste Facility Fees. These sites should be maintained at a height of 3 - 4 inches. There should be no use of pesticides or herbicides in these locations. The City of Mount Vernon reserves the right to reject any or all bid proposals, revise or cancel the work, complete the work by other means, or to postpone the bid award by up to thirty (30) days after bid opening
