The objective for this Statement of Work (SOW) is to provide all management, labor, equipment and material necessary for design and construction for NETCOM Data Center Modernization for BLDG #3908 located at Joint Base Lewis-McChord (JBLM), WA. The work requires: Upgrade of the HVAC system, upgrade of existing water-based fire sprinkler system, procurement, delivery and install for Generator #2 including the associated outdoor primary electrical service and air-cooled chillers; concrete pad for Generator #2; Commissioning and Testing of newly installed equipment. The whole effort also includes installation of a hot aisle containment system (HACS) as well as Data Center Infrastructure Management (DCIM) and Data Center Optimization Initiative (DCOI) Installation and Implementation. The Contractor shall accomplish all items of work in accordance with the applicable drawings, specifications, AWWA, NEC, NFPA, Washington State (WAC), ADA, and provisions of the contract in order to provide the government a complete and useable product. This effort consists of but is not limited to all necessary, environmental, civil, structural, architectural, mechanical, plumbing, fire protection/life safety and electrical/telecom efforts. The Contractor's design and construction shall comply with the specifications and requirements contained herein. The design and technical criteria cited within this SOW establishes minimum standards for design and construction quality. Background: Building 3908 is a permanent facility of approximately 2430 square foot in size. The communication center is located between Railroad Avenue and 22nd Division Road on the Southwest side of the Gray Army airfield. This communication center serves as an Area Communication Center. The tasks identified in this SOW are intended to upgrade the current and insufficient supporting infrastructure of the facility. The REV01_12 December 2022 SOW revisions include JBLM DPW review comments and allows the Quality Control Manager to dual-hat as the Site Safety and Health Officer (SSHO) except during high hazard work activities. The Superintendent, QCM and SSHO shall be three (3) separate qualified individuals onsite at all times during high hazard work activities.
