Renovation of a mixed-use development in Pittsburgh, Pennsylvania. Working plans call for the renovation of a educational facility.
As of March 21, 2023, bids received were rejected as they were over the budget. No definite date for the rebid. No pre-bid conference is scheduled. Specifications include forms for the Eligible Business Opportunity Program. Form A-1 must be completed and submitted with the bid. Also, a Certificate of Compliance with the Substance Abuse Policy of the School District of Pittsburgh is included and must be completed and submitted with the bid. See the Specifications for additional forms which must be submitted with the bid. Each bid shall be signed, sealed and accompanied by a bid bond of an approved Surety Company licensed to do business in the Commonwealth of PA in an amount of not less than ten percent (10%) of the amount of the base bid proposal. Bond shall be drawn in favor of the School District of Pittsburgh. No Bidder may withdraw his or her bid for a period of One Hundred, Twenty (120) days after the date set for the opening of bids unless extended by the mutual written consent of the Contracting Body and the Bidder. Thirty (30) day extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the Bidder. The School District of Pittsburgh reserves the right to waive any informalities in bids and to reject any or all bids. The successful bidder will be required to furnish and pay for satisfactory 100% performance bond, 100% payment bond, and enter into a No-Lien Agreement with the School District of Pittsburgh. Project for which construction bids are being solicited is hereby a Project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by Contractors in connection with performance of the necessary work. Off-site work shall be started on the Project no later than ten (10) days after the execution of a Contract with the Owner or as otherwise directed in writing. On-site work for selective abatement in Area A shall start March 13, 2023. On-site work for selective construction shall start April 3, 2023. All work during the school year that doesnt disturb asbestos shall occur Monday thru Friday after student dismissal & Saturday daylight 10-hour day. All work during the school year that disturbs asbestos shall occur on weekends - Friday after student dismissal, and Saturday & Sunday daylight 10-hour days. On-site work for the remaining project shall start June 20, 2023. On-site work in Area A shall be substantially complete and ready for Owner use on August 12, 2023 with the exception of Toilets 307 & 308 and new Elevator #1 at existing Stair A. On-site work in Area B shall be substantially complete and ready for Owner use on August 12, 2023 with the exception of the new additions for Elevator #2 including new Passage 129. All remaining work for Areas A (Toilets 307 & 308, Elevator #1 and associated work) and B (Elevator #2 and associated work) shall be substantially complete and ready for Owner use on November 24, 2023. See Attachment A, Project Milestone Schedule and drawings for additional information. Punch list items for each substantial completion must be completed 30 days after substantial completion.
