Site work, paving and outdoor lighting for a mixed-use development in Kent, Washington. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.
The City Clerk will read the bids out loud from the Clerk's office. Individuals can stand in the lobby outside the Clerk's office during the bid opening to hear the bid results. The project consists of improvements at seven (7) crossings of the Burlington Northern Santa Fe (BNSF) Railroad in Kent, WA. The improvements include construction of curbs, gutters, sidewalks, curb ramps, concrete traffic medians, HMA pavement, pavement markings, relocation of streetlights, installation of fencing, and posting of new signs all near the BNSF railroad tracks. The contractor shall meet the requirements put forth m the right of entry permits and contractor requirements issued by BNSF' Railroad (attached in the Appendix), including, but not limited to e Rail Safe Certification, BNSF Safety Orientation and coordinating with BNSF railroad flaggers when working within 25-feet of the tracks. All work must be complete by June 30, 2023. City of Kent, Washington, will receive sealed bids at the City Clerk office. All bids must be properly marked and sealed in accordance. Bids must be delivered and received at the City Clerk office by the above-stated time, regardless of delivery method, including U.S. Mail. Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Apprentice Utilization Requirements are mandatory for all public -works estimated to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030. A cashier's check, cash or surety bond in the amount, of 5% of the bid must be included with the bid. The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract. Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President's Executive Order No. 11246. The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. No bidder may withdraw his/ her bid for a period of sixty (60) days after the day of bid opening. For technical questions, please call Toby Hallock at 253- 856-5536.
