This Invitation to Tender includes, but is not limited to, the removal and disposal of waste regenerant (Hexavalent Chromium-impacted water) and other waste materials from a water treatment system located at PID 75364570, Highway 10, Richibucto Road, NB. The contractor must possess, or be able to obtain, an Approval to Operate from the Department of Environment and Local Government (DELG) to transfer/handle hazardous waste.
The Contractor and sub-contractors are responsible for ensuring that all municipal and provincial by-laws, laws, regulations, acts and codes are adhered to. The Contractor shall advise regulatory authorities, request inspections and obtain necessary permits and certificates. The Contractor and sub-contractors are responsible for obtaining and paying for all permits. The contractor must remove the regenerant waste from the on-site 5000 L tank using a vehicle approved by the DELG, and dispose of the liquid waste at a disposal facility that is also approved by the DELG. They must also supply hazardous waste barrels for onsite storage of spent filters/resin, which must be approved by the DELG or DELG's representative, and collect and transport these barrels to a licensed facility for disposal, which must also be approved by the DELG or DELG's representative. The contractor must ensure that the collection and disposal of waste materials are carried out to the satisfaction of the DELG or their representative. The contractor must notify the DELG immediately of any problems or concerns with the collection or disposal services: a. During normal business hours, contact the NB Department of Environment & Local Government Head Office (Fredericton) at 506-444-5149. b. After hours, or when there is no answer at the office, contact the National Environmental Emergencies Centre at 1-800-565-1633. The contractor must handle issues/complaints beyond the scope of this contract, please call the DELG at 506-453-7945. The DELG is to be notified when goods or services recommended for purchase, other than expenses not covered in the table, are estimated to cost in excess of $1,000.00. The contract will be for a (2) year period from April 1, 2023 to March 31, 2025 with the option to renew for (3) three additional one (1) year periods upon written agreement from both parties. Option year pricing shall be subject to negotiation of a satisfactory contract price not to exceed the tendered price plus any published increase in the New Brunswick Consumer Price Index.
