As of May 3, 2023, an construction manager at risk has been selected for the proejct. Construction is expected to take place in november of 2023. The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) to construct critical components and systems at the Thunderbird reservoir and nearby water distribution infrastructure. The Thunderbird Reservoir is located in the Thunderbird Conservation Park, 22600 North 59th Avenue. The current total project budget is approximately $11M and will be completed in phased guaranteed maximum price (GMP) contracts. All qualified firms interested in providing the required services are invited to submit their qualifications. Responses must comply with the requirements specified in the Request for Qualifications (RFQ). Glendale Avenue Glendale, AZ 85301-2599 Or by E-Mail to : EngineeringDept@glendaleaz.com City Representatives: John Murphy Bill Passmore The City of Glendale owns and operates the Thunderbird Reservoir, which is utilized to store water and maintain hydraulic grade for Pressure Zone 2 in the City's potable water distribution system. The Thunderbird Reservoir was installed in the mid 1980's and several components at the facility are near the end of their useful life. The purpose of this project is to rehabilitate the existing facility by replacing and upgrading several critical components. A structural inspection of the reservoir support columns, floor liner, and roof system was performed in October 2022, which identified required improvements. Additional upgrades are also required to improve water quality. The City has elected to separate the identified improvements into two separate phases. The first phase of this project will focus on the reservoir roof rehabilitation, which must be completed between November 2023 and March 2024 during low demand. The second phase will improve the reservoir's mechanical and electrical systems and water quality, scheduled to be completed by mid-2024. The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services. The City will enter into a professional services agreement with an engineering firm for evaluation and design services. The CMAR will work closely with and be an integral part of the project team during all phases of this project. The CMAR begins with the firm in an agency support role for preconstruction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods. The City will also conduct a brief walk-through of the Thunderbird Reservoir site after the pre-submittal conference. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference and walk-through, it is recommended that interested firms have a representative attend the pre-submittal conference.
