The New Hanover County Airport Authority is soliciting bids for a qualified contractor to perform airfield painting and crack sealing for a 4-year contract period. The majority of work scope will be completed during daylight hours, except for Runway intersections which may require night-time closures from midnight to 5 AM (after the last commercial flight). All markings and materials should be compliant with current Part-139 requirements, specifications and associated FAA Advisory Circulars. The work shall be guaranteed for 1 year and completed within a reasonable amount of time agreed upon by both parties. All work must be completed by April 10, 2023 for the first year and the second week of April each year after. The work must be performed with large commercial grade equipment. It is anticipated that years one and three will include full airfield markings of all runways, taxiways, and movement area markings. Years two and four will include touch up markings as required, including restriping of commercial service ramp markings. The scope shall also include rubber/ dirt removal each year to facilitate painting activities. The year three full painting shall not include work for RWY 06-24. Any communications regarding matters of process or procedure or questions for clarification or interpretation about this RFP must be submitted by email to Granseur Dick, Deputy Airport Director - Operations and Facilities for the Airport (gdick@flyilm.com) prior to 5:00pm EST January 16, 2023. No oral interpretation or clarification of the RFP will be made, and Contractors may not rely on any. The Authority reserves the right to reject any or all proposals, to waive minor irregularities in the RFP process or in the proposals, to re-advertise this RFP, to postpone or cancel this process, to select and procure parts of services, and to change or modify the RFP schedule at any time. The contract will be awarded to the lowest qualified bidder that must have at least 5 years of airfield painting. The cost of preparing a proposal will be the responsibility of the Contractors. The Authority will not compensate Contractor for any expenses incurred by the Contractors as a result of this RFP process.
