King County Wastewater Treatment Division (WTD) is holding an Open House requesting industry comments on its upcoming GC/CM Services for WPTP Project, located in Seattle, WA. King County anticipates utilizing the General Contractor/Construction Manager (GCCM) delivery method and is seeking Project Review Committee Approval on 3/23/2023. King County is providing prospective Proposers an opportunity to receive an overview of the project, and provide feedback, particularly on the following items. King County welcomes discussion during the meeting, and will follow up with a formal Request for Information (RFI) through the E-procurement system in the near future: Length of time that would be sufficient between receiving the RFQ and deadline for submission of proposal. King County is anticipating approximately 6 weeks from date of release of RFP to submittal of proposals. Given constrained market capacities, options King County could consider to control costs and leverage its purchasing power. Comments on pros and cons of using Alternative Subcontracting (per RCW 39.10.385) for this project and potential alternative subcontracts. Advantages and disadvantages to the GC/CM method. Advantages and disadvantages of procuring the project as a Heavy Civil GC/CM construction project (per RCW 39.10.908). Percentage of negotiated self-performed work. Approaches and measures to consider to increase MBE, WBE, DBE, and SBE participation with regards to County Equity and Social Justice performance through GC/CM contracting. With many mechanical, electrical, and support systems at the WPTP reaching the end of useful life, King County will invest more than $800 million over the next 10 years to upgrade the WPTP. This project will deliver a portion of that work, including mechanical, electrical, and seismic upgrades and will coordinate with other active construction contracts at the Plant. Constraints includes performing work on an operating wastewater treatment facility which requires carefully planned and executed outages, close coordination with Operations and Maintenance staff, and sequencing of projects to minimize Plant disruption. In addition, space is limited for contractor staging and parking which may require off-site lay down and parking. MACC ESTIMATE: $150,000,000 - $200,000,000 ESJ goals will be set in the near future. King County's Master Community Workforce Agreement (MCWA) will apply to this project. This project is King County funded, and could include grant funding from WIFIA, SRF, and FEMA. Program is subject to biennial funding, we expect to be working with GCCM to develop future funding requests. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
