The Ohio Department of Natural Resources (ODNR) intends to select firms/individuals to provide Project Management Services (PMS) on selected Statewide Facility-Type Programs. This Program consists of a portfolio of projects of similar facility types specifically to include water and wastewater treatment systems with associated distribution/collection systems but may extend to other programs such as other general site/civil projects. These services will be used to augment the in-house project management services provided by the Division of Engineering (DOE) and these contracts will be managed on behalf of ODNR by DOE. Professional design services for projects included in this Program will be procured and contracted by ODNR separately. The firms selected for inclusion on this Pre-Qualified List will be assigned Programs as needs are identified by ODNR and DOE. The PMS firm/individual cannot be a member, affiliate or consultant of any other team fulfilling a role on the projects contained within the assigned Program. It is intended that the selected PMS firm provide specific PMS representatives (Project Managers) for any Programs assigned with support/assistance as needed from the PMS firm. Depending on the size of the Program and number of projects within the portfolio, the selected firm may assign more that one PMS representative, however, DOE will require one lead PMS representative per Program. ODNR intends that this selection be used to determine a list of pre-qualified firms that will be eligible for award of contracts for the period beginning June 2023 and ending June 2026. The services provided may extend beyond June 2026, but no longer than the completion date of awarded projects. ODNR reserves the right to extend the pre-qualification eligibility contract award period for up to an additional 24 months. The number of pre-qualified PMS consultants selected through this process is within the discretion of ODNR. While prequalified status means that a firm is eligible for award of contracts, ODNR does not guarantee that a firm will be awarded any work or make a representation of the amount of work a firm may receive.
