Maintain safe construction staging while maintaining existing toll collection operations and high volume traffic on bridges and bridge approaches, highways, and local roads through the end of construction.Coordinate with other construction projects and contractors within the corridor.Coordinate with the nearby Cities of Antioch, Oakley, Martinez, Vallejo, Crockett, Hayward, Newark, Richmond, and Oakland; private and public Utilities and regulatory agencies; and property owners.Coordination with the Department and its Advisors beginning early in the Design process. Compliance with necessary environmental permits and authorizations, including noise permits from local agencies (if necessary), National Pollutant Discharge Elimination System (NPDES) permit, etc.Identify staging sequence early on to minimize planned impacts to the traveling public, businesses and emergency services; maintain access to all modes of transportation; i) Procure, fabricate and install gantries and other materials with long lead times early. Final Date for Receipt of Proposers' Questions February 16, 2023.Proposers may submit written clarification questions to the Department at any time before 3 p.m. Pacific Time (PT) on the last day for clarification questions listed in Section 2. Written clarification questions from Proposers may be presented to the Department by submitting them to the Department's Designated Contact. The Department will provide responses to Proposer written clarification questions within a reasonable time following receipt, subject to the cut off dates set forth in Section 2. It is currently anticipated that the selected Proposer shall submit payment and performance bonds upon execution of the Construction Contract. The payment bond shall be equal to 100 percent of the Agreed Price and the performance bond shall be equal to 50 percent of the Agreed Price. Proposers shall demonstrate their capacity to obtain the required bonds. If the proposed price is not accepted by the Department, the Department, in its sole discretion, reserves the right to end the Construction Manager's participation in the project development process at the completion of the design phase and advertise the Project. Although the selected Construction Manager will be contracted for both the design and construction services of this Project through this selection process, the selected Construction Manager is not guaranteed to receive a Construction Contract to perform the construction if services are terminated at the completion of the design phase. Anticipated Award of Pre construction Services Contract April 24, 2023 Anticipated Notice to Proceed May 15, 2023 Request to Return Cost Proposal Deadline June 6, 2023 Request Debriefing Meeting Deadline June 6, 2023 Anticipated Award of Construction Contract January 2024 Construction Complete March 2027. The estimated cost of this CMGC Project (in 2022 US dollars) is $73 million for construction capital and $1 million for Right of Way capital (including utility relocation). The Department will use a single-phase procurement process to select a CMGC Contractor to deliver the Project. The RFQ is issued to solicit information, in the form of a SOQ and Proposer interviews that the Department will evaluate to determine which Proposers are qualified to successfully deliver the Project in a two-part contract: 1. Part one: A "Preconstruction Services Contract" which includes consulting services to assist with the design of the Project. 2. Part two: A "Construction Contract" to build the Project.
