Site work and paving for a civil project in Orange City, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work is described in general as follows: 6,919 C.Y. Excavation, Class 10 6,281 S.Y. Subgrade Preparation, 18" (Option A) 1,570 S.Y. Subgrade Treatment, 18", Cement (Option B) 70 L.F. 18", 24", 30" Storm Sewer, RCP, Trenched 1.284 L.F. 15",24",30" Storm Sewer, SS Trenched 1,587 L.F. 8" Water Main, PVC, Trenched 5,679 S.Y. 6" PCC Pavement 2 EA Fire Hydrant Assembly and other items related to subdivision construction. All of the above work and equipment shall be in accordance with the plans and specifications and proposed form of contract now on file at the office of DGR Engineering, Sioux City, Iowa by this reference made a part hereof, as though fully set out and incorporated herein. The project is located northeast of the intersection of Albany Avenue and 7th Street NE in Orange City, Iowa. At the time of drilling, the site was a harvested field. The site surface was soft at the time of drilling and the drill rig did experience some difficulty moving around the site Each proposal shall be made out on a blank form furnished by the Owner and must be accompanied by either a certified check payable to the Owner in an amount of at least ten percent (10%) of the amount of the proposal, drawn on a bank that is a member of the Federal Reserve System or by a bid bond in a like amount executed by a corporate surety authorized to do business in the State of Iowa. Such bid security shall be forfeited to the Owner as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within ten (10) days after the award of contract and post bond satisfactory to the Owner insuring the faithful fulfillment of the contract. The successful Bidder will be required to furnish a Performance Bond and Material and Labor Payment Bond in an amount equal to one hundred percent (100%) of the Contract Sum, issued by a responsible surety approved by the Board and shall guarantee the faithful performance of the Contract and terms and conditions therein contained and the maintenance of said improvements pursuant to the provisions of the Contract Documents. Payment to the Contractor for said improvements will be made from cash on hand. Estimates will be paid monthly by the Owner to the Contractor in accordance with the following schedule: Ninety-five percent (95%) upon certification of units completed; five percent (5%) thirty-one (31) days after final completion and acceptance. Vollink Enterprises will receive and consider bids on the entire project, will enter into a single contract for the proposed construction and will award the contract to the lowest responsive, responsible Bidder, with or without any alternates. The Contractor shall begin work after receipt of a Notice to Proceed, which is anticipated to be issued on or by March 1, 2023. All work on the project shall be substantially complete on or before September 30, 2023, and ready for final acceptance on or before October 13, 2023. The Owner reserves the right to defer acceptance of any proposal for a period not to exceed 30 days after the date proposals are received, and no proposal may be withdrawn during this period. The Owner reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of the Owner
