NOTICE: THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The Defense Microelectronics Activity (DMEA) is seeking industry information and feedback with regards to an upcoming Design-Bid or Design-Bid-Build Engineering Lab Space Design and Renovation effort at DMEA in Sacramento, CA. The purpose of this Sources Sought/Request for Information (RFI) announcement is to gain knowledge of interest, capabilities and qualifications from companies licensed to perform construction work in Sacramento. Responses received will not be considered as proposals nor will any award be made as a result of this Sources Sought/RFI announcement. DMEA will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought/RFI announcement. ACQUISITION INFORMATION: Agency: Office of the Undersecretary of Defense, Acquisition and Sustainment, Defense Microelectronics Activity NAICS: 236220; Commercial and Institutional Building Construction Place of Performance: Sacramento, CA Anticipated Date for Solicitation Advertisement: February 2023. Project Details: The envisioned Engineering Lab Space Design and Renovation project is a firm-fixed price (FFP) contract that provides a Design-Build (D-B) and Design-Bid-Build (D-B-B) effort for the provision/execution of (1) an analysis of provided tool and facility requirements in order to provide a recommended materiel solution for each requirement, (2) a set of final drawings to implement "as-is" renovations, and (3) to fully implement the design to renovate Building 1, Lab 1, within support DMEA facilities in Sacramento, CA. Contractors will be expected to accomplish a wide variety of construction/renovation tasks involving multiple engineering/construction disciplines and trades, to include the likelihood of design and/or support of design for renovation. During the life of the contract, contractor will need to identify and, upon Government approval, procure the long lead equipment and materials to expedite the commencement and ultimate completion of the renovation project. Work includes renovation, relocation, installation and re-installation, and utilities for flooring, seismic bracing, water and drainage lines, vacuum lines, exhaust systems, building interiors, Heating Ventilation and Air Conditioning (HVAC) systems and components, refrigeration systems, fire suppression systems, Clean Dry Air (CDA) and Nitrogen (N2) systems and pipelines, IT wiring and networking, storage systems, electrical distribution and utilization systems (including lightning), and may include the abatement and disposal of asbestos, lead-based paint, or other contaminated material. All renovation work will be within existing facilities, but may also include repairs and limited new structures within the room. In addition, work will include completion of a full design and specification prior to renovation work. Contracting may also be responsible to perform relocation of existing tools within the space to accommodate renovation work. * No Military Construction (MILCON) funding will be utilized under this contract. * Performance bonds will be required, in accordance with Federal Acquisition Regulation (FAR) Part 28. NOTE: The renovation work for this contract will be performed in its entirety in Sacramento, CA at DMEA. A successful offeror must be licensed and registered to perform work in the State of California. Capability Statement. The Government requests interested parties submit the following information within the provided Market Survey excel sheet: a. Company Information: Firm's Name, address, phone number, Email address, Commercial and Government Entity (CAGE) Code, Unique Entity ID (UEI), Small Business (SB) status and applicable SB subcategories and/or SB program membership, and any Joint Ventures or Partnering agreements in place. b. Capability Statement: Describe your firm's capability and experience relative to the work described in the program details. The narrative should provide the Government with a complete understanding of your firm's capabilities. Interested firms should demonstrate the ability to mobilize and operate in Sacramento, provide a history of recent (within seven (7) years) of any relevant D-B and D-B-B engineering/construction/renovation experience (valued over $500K per contract). Please also include supporting information of capabilities with D-B and D-B-B type projects in Section 10 and Section 11 of the Market Survey excel sheet (discussed below) provided: contract number/project number, project title, US dollar amount, point(s) of contact with telephone/fax numbers, and in what capacity (Prime, Subcontractor, Joint Venture) performed. Market Survey: The Government has developed a list of questions to facilitate discussions that may influence the final version of the Request for Proposal (RFP) issued. Potential offerors possessing the skills and capabilities necessary to perform renovation services in a controlled environment are invited and encouraged to complete the attached Market Survey excel sheet. Please add any additional comments or suggestions under Section 12 of the Market Survey. Any of the sections may be expanded to accommodate your responses as needed. Revision to the PWS or suggested CLIN structure: This PWS was originally written to be the design effort (only) of a two-step (design, then build) effort. The Government is interested in converting this requirement to a complete D-B or D-B-B requirement, including the procurement of all materials, supplies, and equipment, by the same source. The Government already owns or will own the tooling and systems identified within the tool list and layout (Exhibits A&B). Interested and qualified sources are highly encouraged to ask questions and/or submit revisions to the PWS for Government consideration in pursuit of this goal. Exhibits A&B contain controlled unclassified information (CUI), and contain information required to propose to the requirement. Interested and qualified sources desiring to review the Exhibits to response to this RFI, must request this information from the points of contact below and must be able to handle CUI. Additionally, interested and qualified sources are encouraged to suggest or recommend contract line item arrangements that align with the milestones and purpose identified in the PWS and streamline billing and payment. Response Information: Interested and qualified sources are highly urged to provide all information requested above when preparing their responses. Submission of a Capability Statement, responses to the Market Survey, and/or questions/revisions to the PWS are not prerequisites to any potential future offerings; however, participation will assist DMEA in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and preliminary acquisition planning purposes only and should not be construed as a commitment by the Government in any way. The Government will not pay for information solicited. Respondents may or may not be notified of the results of the evaluation. Responses received will assist DMEA in developing a mutually beneficial solicitation and contact for both the Government and participating Contractors. * Interested sources are requested to complete and submit responses within the attached Market Survey excel sheet, via email, to Robert D. If submitting any additional materials on capabilities, we ask you limit these to two pages for consideration. Please include "Response to DMEA Engineering Lab Space, Design and Renovation" in the subject line of correspondence. The information requested in this announcement will be used within DMEA to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought/RFI announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of DMEA, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.
