The Virginia Department of Transportation (VDOT) is soliciting bids from qualified firms to provide all labor, supervision, equipment, materials, traffic control, supplies, and all incidentals to prepare and mulch plant beds and individual trees at five (5) locations in Northern Virginia District. This solicitation is designated as a Small Business Set-Aside in accordance with the Small Business Enhancement Award Priority as outlined in General Term and Condition paragraph #Z and Special Term and Condition Award clause paragraph #1. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. The Contractor shall provide all labor, supervision, equipment, materials, supplies, traffic control, and any incidentals to prepare and mulch plant beds at the following locations: A. MULCHING: 1. The Contractor shall furnish double shredded hardwood mulch, disease free, brown in color, and shall conform to the Mulch and Soil Council Standards for classification, particle size, percentage wood content, moisture retention, and pH rating. 2. The Contractor shall remove all weeds, grass, debris and old incrusted mulch and cultivate compacted soil or mulch cultivated using manual cultivating tools only. Mechanical equipment such as roto-tillers shall not be allowed. 3. The Contractor shall create a clean edge between plant beds and adjacent turf areas, curbs, or any other paved surface. 4. The Contractor shall rake smooth all areas that will receive mulch. Place a uniform three inch layer of mulch over all exposed areas between and around trees and shrubs, and over dormant/emerging perennials such as daylilies. Mulch tree rings will be formed around all individual trees. Mulch shall not be placed closer than 12 inches to tree trunks or against/on shrub stems. Mulch tree rings shall be placed at the base of the tree in the shape of a tree well that slightly exceeds the trees drip line. 5. Only bagged mulch or mulch off-loaded using a mulch blower shall be used. Mulch shall be unloaded directly onto the median in a manner that will not damage plants. Mulch shall not be placed on the roadway or sidewalks/asphalt paths. 6. The Contractors crew foreman will submit cell phone videos (preferred) or photographs of tasks #2, 3, and 4 immediately upon completion of each of these tasks. The Commonwealth will make the award on a GRAND TOTAL basis to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if such a bid is received, provided that the bid is less than $10,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. Otherwise, award of the contract shall be made to the lowest responsive and responsible bidder that is a DSBSD-certified small business if such a bid is received, provided that the bid is not more than $100,000 and the agency in its sole discretion determines that the bid price is fair and reasonable. If, in the agencys opinion, the criteria in the previous two sentences are not present, then award shall be made to the lowest responsive and responsible bidder of any size, provided the agency in its sole discretion determines that the price is fair and reasonable. If applicable, unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for early prompt payment will not be considered in making awards. The State reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may be terminated by either party, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
