The revised policy requires all pole banner installation, removal, maintenance, and hardware work be managed through a single contractor rather than the City's former process where organizations with approved permits were able to select the installation contractor of their choice. This RFP invites proposals from qualified contractors with the capacity to manage the installation, removal, and maintenance of pole banners and hardware attachments within the public right-of-way within Asheville city limits. The purpose of this outreach effort is to increase the likelihood of availability and utilization of MWBEs in the award of contracts.
