New Castle County is seeking competitive sealed priced proposals from firms to provide Lead Abatement Project Design Services. New Castle County, Delaware (hereinafter "NCC") through its Department of Community Services - Lead Hazard Control (LHC) and the Healthy Homes Production Grant Programs are soliciting competitive sealed proposals to contract the professional services of Lead Abatement Project Designers to perform lead paint inspections and risk assessments (LRA) with reports, specification/scope of work preparation, price estimates and clearances for 1-465 pre-qualified homes located within all New Castle County. The goal is to assist NCC in undertaking a comprehensive program to identify lead and healthy home hazards in up to 465 eligible privately-owned rental or owner-occupied homes/units over a four-year period; some of which may require lead risk assessments. The program will complete an estimated 4-10 units per month. New Castle County is seeking proposals for Lead Abatement Project Designers to perform lead paint risk assessments (LRA) with reports, specification/scope of work preparation, price estimates and clearances for 1- 465 (one to four hundred sixty-five pre-qualified homes over a four-year period located within all New Castle County zip codes. Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof satisfactory to the County or its designated representative that the bidder and every subcontractor possesses valid and effective licenses required by the United States, State of Delaware, County and any applicable political subdivision in which the project is located to do business within each such jurisdiction and to perform the labor and/or supply the materials involved in the performance of the contract. No contract will be executed prior to the submission of such proof and the acceptance thereof by the County or its designated representative.
