Site work for a civil project in Williamsport, Pennsylvania. Conceptual plans call for site work for a bridge / tunnel; and water / sewer project.

The City of Williamsport is putting out a solicitation for REQUESTS FOR PROPOSALS from interested A/E firms for Grafius Run Inlet - Automated Trash Rack Design & Bidding. Grafius Run is a perennial stream that runs under the city from its north end, and outlets to the Susquehanna River at the Hepburn St dam pump station. At the north end of the City, Grafius has an east branch and a west branch, with inlets that are covered with standard metal trash racks. The drainage area of each branch is approximately 1.5 square miles. Over the years, through upstream development and the after-effects of confining an open stream (in a long culvert system), Grafius Run has become problematic to the City of Williamsport by 1) clogging with debris and 2) increased water volumes due to upstream development and climate change. This project will handle 1) clogging with debris. The large volume of water that enters the inlet structures on the north end of the city during storm events cannot be successfully contained within the underground culvert system. These culvert system(s) appear to not have the capacity to convey these peak storms and/or debris. At the two northern inlets for Grafius Run, located at the Google Earth Pins attached in this advertisement, become clogged with flood debris. This flood debris clogs up the trash racks that are in place at the 2 aforementioned inlets. This creates extensive flooding downstream of the inlets, even for lesser storm events (i.e...1-yr, 2-yr events, or smaller) This RFP is for design and project bidding services related to designing TWO automated trash rack systems to be retrofitted on the existing racks, OR installed just upstream of the existing racks. The City has found a few automated trash rack systems that looked promising: Duperon, International Water Screens, Atlas Polar, etc. Systems that vertically remove flood debris, and carry it horizontally to bank locations are preferred. The City has several million dollars set aside for this work (and design). The City has extensive Hydrologic and Hydraulic design info that the selected firm could use, if needed. Design Tasks would be as follows: The Method of Contractor Selection has not been Determined at this time Evaluate the existing site layout, topography, and existing land use to determine best location and layout of the trash racks. ROW acquisition or easements, and access drives are all very realistic possibilities. Site Topographic survey will be required as part of this design. Work with City Officials to determine what automatized trash rack system will best suit our needs. Work with PA DEP for any potential permitting that may be required. I could foresee a GP-X permit being required by PA DEP NC region. Prepare formal construction plans, specifications, and cost estimate for the construction of the project. Bid the project on behalf of the City OR give the project to the City to Bid itself. The city will require this project to be bid on PennBid. Note that the Selection of the Awarded Firm by the City of Williamsport will be based on Cost AND Qualifications, and a weighted scoring method likely be used to select the winning proposal. Therefore, selection will be based on: Total anticipated cost for design services Qualifications of the A/E firm to perform their work Speed at which the project can be designed & Bid for the City (this will be highly weighted)** ** The debris problem has been an issue at the City for decades. We have alarm systems and cameras, but construction of an automated debris removal system will be a much-welcomed improvement by City forces, City Administration, and City Residents combined. The City is Requesting a Full Scope of Services from interested firms, along with any legal agreements/details required for a successful, executable contract between the firm and the City. There is no formal standalone RFP document(s). This write-up serves as that document. The City reserves the right to reject any and all proposals.
