This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. Correct geometric deficiencies and improve safety, access, and regional connectivity from Clayton Street to KY-703 in Clinton. Item No. - 1-80203.00 Project Manager - James Tilley, P.E. User Division - Highway Design Approximate Fee - $400,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - STP Funds (Federal Funds) Project Length - Approximately 1.011 miles Enhance the pavement condition to account for increased truck traffic. Increase safety, access and repair existing conditions for bicyclists/pedestrians. Increase safety of intersections. This segment of US-51 serves as a direct link from Missouri to I-69. There is a papermill that has reopened about 16 miles north of the project. It serves as a direct route to I-69 and Missouri. I-69 connects Western Tennessee to Indiana through much of Western Kentucky. These factors have led to the increase in truck traffic and is expected to increase with the completion of I-69. The recently developed Rotary Park at the south end of the project will attract cars and pedestrians. There is a current lack of bike/ped facilities and accommodations leading to the park. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The plan should demonstrate how DBE companies will be mentored or used to assist in the area(s) pertaining to this contract. An additional page will be allowed in the Project Approach (Section 7) to exhibit this plan. A maximum of four (4) points will be considered in the Evaluation Factors for the DBE Participation Plan.
