For Replacement of the Genius Bus Data Network System for North Water Treatment Plant The City of Lubbock is soliciting proposals for the following: RFP 23-17060-YB Replacement of the Genius Bus Data Network System for North Water Treatment Plant. A DBE is defined as a small business concern which is at least 51% owned and controlled by one or more socially and economically disadvantaged individuals . A HUB is defined as a small business concern which is at least 51% owned. The City of Lubbock Water Utilities Division is requesting proposals for high technology procurement to replace the existing genius bus data network, as manufactured by General Electric (GE). This system is comprised of hardware components that link multiple sites within the water treatment facility to the Supervisory Control and Data Acquisition (SCADA) computer master station/work station. The hardware and software will replace existing genius bus components located at the North Water Treatment Plant (NWTP). The existing Genius Bus network is linked together by means of a multimode fiber optics network extending throughout the NWTP. The project will not include replacement or changes in the various communications media and remote terminal units or programmable logic controllers (RTUs and PLCs). The City desires to retain all existing PLC's with their current functionality and programming. Any proposed hardware and software must be compatible and function seamlessly with all of the existing communications media and remote units. Design, document, supply, and completely install hardware and software that meet the minimum specifications that follow later in this request for proposals. Provide hardware and software that integrate and function seamlessly with existing communications media and remote units. Provide documentation for review and approval. This should include: equipment lists, hardware and software designs, system drawings, hardware and software manuals, and acceptance test procedures. Project management, including project scheduling, coordination and periodic progress review meetings and reports. Provide Purchaser with detailed information on the requirements of the equipment to be supplied: space, enclosures, conduits, cabling, environmental controls, power, and communication circuits. Support Purchaser in developing an implementation plan covering installation, testing and start-up of the systems. Completely convert and install Purchaser's existing Genius Bus equipment with minimal disruption to Plant operations controlled by the existing Genius Bus system. Test for and correct problems prior to activation. Vendor shall provide all personnel, services and programming necessary to transfer and input all control and monitoring points into the new system(s). Provide four spare components for each component type to allow immediate replacement in the event of failure. Provide equipment with documented security and resistance to hackers and cyber attacks. Provide for secure connections with the City of Lubbock Water Utility SCADA system at each site. Provide stand-alone hardware and communications connectivity for each building that assures continued operation of remaining buildings and their respective operations in the event of system failure of any one site. Provide state-of-the-art automated control and communications capabilities for each site. Conduct two days of on-site training at the NWTP. Perform a factory acceptance test, with all equipment supplied staged in an integrated functioning system. Provide Purchaser with certified test data of these tests. Provide on-site technical assistance as specified during system start-up and testing. Provide maintenance support and spare parts as specified throughout the warranty period.
