Furnishing of all necessary materials, machinery, equipment, labor, superintendence, and all other services and appurtenances re- quired for FY23-ENG-16 - Bruni Plaza Library - Asbestos Abate- ment Project for the City of Laredo, and shall include acknowl- edgement of any addenda submitted, and all other documents included in said bid call. Said bid shall be marked, FY23-ENG-16 Bruni Plaza Library - Asbestos Abatement The general scope includes, but is not limited to providing all nec- essary labor, materials, equipment and supervision necessary to remove potential asbestos-containing building materials (ACBMs) at the Bruni Plaza Library building, located at 1120 San Bernardo Ave., Laredo, Texas 78040. All work shall be conducted by prop- erly licensed personnel in accordance with applicable Federal, State and Municipal regulations. Contractor shall review and fully adhere to the Asbestos Abatement Specifications document from Terracon Consultants, Inc., titled "Bruni Plaza Library", prepared on January 11, 2023. Construction contract time for the project is 15 working days. Each proposal and a proposal guaranty must be originals and must be sealed in an envelope plainly marked with the name of the project as shown above, and the name and address of the Bidder. When submitted by mail, this envelope shall be placed in another envelope addressed as indicated in this Notice to Bidders and shall be marked as a bid for the project above referred. Bidders for the construction work must submit a satisfactory ca- shier's or certified check, or bidder's bond having a minimum Best's Rating A according to Best's Key Rating Guide Latest Edition from a surety duly authorized and licensed in the State of Texas, payable without recourse to the order of the City of Laredo, Texas, in an amount not less than five percent (5%) of the total bid based on the bid which check or bond shall be submitted as a guarantee that the bidder will enter into a contract, and execute performance and payment bonds within ten (10) days after No- tice of Award of contract is given to him for contracts in excess of $50,000.00. Bids without the required check or original bond will NOT be considered. Further, on federally funded projects only, contractor must comply with the Federal Labor Standards Provision, Davis Ba- con Act, Equal Opportunity Clause, Wage Determination and HUD and Urban Development Federal Requirements especial- ly as it regards payrolls and basic records. Only the bids and bid guaranties actually in the hands of the designated official at the time set in this Notice to Bidders shall be considered. Bids submitted by telephone, telegraph, or fax, will not be considered. Bidders are expressly advised to review Section C-3.10 of the General Conditions of the proposed Contract as to the causes which may lead to the disqualification of a bidder and/or the re- jection of a bid proposal. Unless all bids are rejected, the Owner agrees to give Notice of Award of Contract to the successful bid- der within ninety (90) days of the bid opening. Bidders are expected to inspect the site of the work and inform themselves regarding all local conditions.
