The bid bonds must be payable to the City of West St. Paul in the amount of five percent (5%) of the amount, to be forfeited as liquidate damages in the event that is accepted and the bidder fails to promptly enter into a written contract and furnish the required bonds. Bids will only be accepted from Contractors who purchase digital or paper Bidding Documents as specified above. All bids shall be accompanied by the Responsible Contractor form, Non-Collusion Affidavit, and bid bond as described previously. The City reserves the right to reject any or all bids, to waive irregularities, and to award the contract in the best interests of the Owner.
