Hyde County invites qualified professional engineering firms to submit sealed proposals for qualifications to provide stormwater management policy and planning, infrastructure management & design, and consulting. The County of Hyde Manager's Office is issuing this Request for Qualifications (RFQ) for professional stormwater planning firms to lead and facilitate the development of a comprehensive Stormwater Feasibility Study, Cost of Service, and Rate Study associated with a stormwater management plan for the village of Ocracoke. 2/15/2023 - Consultant questions due by 2:00 P.M. Any questions regarding the RFQ must be in writing via email to dbrinn@hydecountync.gov and it is the responsibility of the consultant to confirm receipt by the county. The goal of this project is to prepare village infrastructure and community for the effects of long-term rising sea levels and to respond to more frequent flooding. Promote community welfare, business impacts, and disruptions to daily life caused by coastal hazards utilizing methods that protect, restore or replicate the natural capacity of the landscape to store and treat flood waters. The initial scope of work for the stormwater development plan is generally described within the following elements: 1. The Consultant will be expected to evaluate and explore the current condition, material, location, and structural integrity of the existing drainage system by means of a survey, video inspection, or other means. The proposer should develop survey-grade GIS inventory of drainage pipes, inlets, tide gate valves, junctions, pumps, etc., to be utilized to make recommendations to correct any deficiencies or concerns with the existing system, make recommendations for new infrastructure to be installed, ranked in order of need, to include cost estimates and CIP (Capital Improvement Plans) within a master planning document. 2. All proposed solutions should be nature-based whenever possible. Nature-based Stormwater Strategies are an effective and economical strategy to reduce flooding and improve water quality by mimicking natural water flow to vegetated stormwater infiltration spaces, reducing long-term maintenance costs of conventional stormwater systems. Nature-based solutions should be included in the proposed solution for stormwater management on Ocracoke Island. These solutions should include but not be limited to construction and/or restoration of wetlands, and/or low-impact development treatment practices. Nature-based strategies may result in more resilient transportation infrastructure and reduce long-term maintenance costs. Where practical, flood control projects should prioritize nature-based strategies that protect, restore, or replicate the natural capacity of the landscape to store and treat flood waters. Stormwater elements should focus on reducing the volume and rate of runoff caused by land uses by providing for natural infiltration and other best management practices, that restore, enhance, or replicate natural hydrology. Solutions may include strategic land or easement acquisition to provide space for wetland restoration or creation, riparian buffer protection or restoration, and redirection of runoff to green space or natural infiltration areas; as well as the use of stormwater management measures (as outlined in DEQ Stormwater Manual), such as disconnecting impervious surfaces, rain gardens, bioswales; vegetation, stormwater wetlands, and permeable pavement. Envelopes and/or parcels containing the RFQ should be clearly marked "Ocracoke Village Stormwater Management Engineering Request for Qualifications." If an award is made, it is expected that the county's award will be to the candidate(s) whose qualifications best meet the requirements of the project described in this RFQ and that are in the best interest of the county. The evaluation criteria are intended to be used to make a recommendation to the Board of Commissioners regarding the award of the contract. However, they are not bound to use criteria detailed herein exclusively or to award on the basis of recommendation given. The county reserves the right to change and to otherwise vary from this procedure as it determines to be in the county's best interest. Firms will not be considered unless the following minimum qualifications are met: Firm(s) must be properly registered with the North Carolina Board of Registration for Professional Engineers and Land Surveyors; and Firm(s) must employ at least one (1) North Carolina Registered Professional Engineer in responsible charge of the work anticipated as a result of this solicitation.
