For bids in excess of $50,000.00, a Cashier's Check, certified check, or surety bond in the amount of five percent (5%) of the bid shall accompany the submitted proposal of each bidder. No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of at least forty-five (45) days. The owner reserves the right to reject any and all bids.
