The City of Lacey is soliciting submittals of qualifications from civil engineering consulting firms with
expertise in transportation engineering, specifically urban roadway design including roundabout design.
These agreements will be for approximately two years in duration with the option for the City of Lacey
to extend it for additional time and money if necessary. The firm must have the ability to evaluate
multiple scenarios for complex roadway geometrics. The City anticipates selecting two consultant firms
- one for each of the following contracts:
o College Street Corridor Phase 4
o Willamette Drive NE and Campus Glen Drive NE Roundabout
Project Description
The work to be performed by the CONSULTANT consists of preparing preliminary engineering design for
improvements to the intersection of College Street SE and 29
th Avenue SE, and the intersection of
Willamette Drive NE and Campus Glen Drive NE. The proposed improvements include a multi-lane
roundabout and roadway improvements. All private utilities will either be undergrounded or relocated,
requiring coordination in design with Puget Sound Energy, Comcast and CenturyLink. Water, sewer and
storm utilities may need to be relocated or replaced. The determination of right of way needs and a
right of way plan will be needed, along with appraisal, appraisal review and relocation services. The
projects will have a set DBE (disadvantaged business enterprise) goal as both are federally funded.

1. Firm's recent experience designing modern roundabouts
2. Qualifications of key personnel that will be working directly on the project
3. Firm's current workload and resources available for this project
4. Approach to project design
5. Proficiency of key personnel using the latest versions of computer software such as SIDRA and
AutoCAD Civil 3D
6. Familiarity with WSDOT/FHWA standards
7. Approach to meet DBE goal (DBE participation plan)
