INTRODUCTION 1.1 The City of Pacific Grove (the "City"), is seeking Proposals from qualified mobility, traffic, and parking consulting firms to conduct a comprehensive City Mobility and Parking Study and develop a City Mobility and Parking Management Plan. The City is looking to better understand the supply and demand of parking, inclusive of mobility alternatives (current and future), and improvements. 1.2 Incorporated in 1889, the City of Pacific Grove is a Charter City with a population of 15,545 residents. The City shares borders with the Monterey Bay, Del Monte Forest, the City of Monterey and the Pacific Ocean. We are known for our small-town hospitality and friendliness in a place we simply call "P.G. 1.3 The City is almost entirely built out. Approximately 45% of the land is developed with housing of all types and approximately 6.5% consists of schools and public facilities. Approximately 5% of the City is developed with commercial/light industrial uses and the remaining approximately 44% is public parks, beaches, open space, churches, public rights-of-way and miscellaneous uses. 1.4 The largest employers are the Pacific Grove Unified School District, the City of Pacific Grove, and the California State Parks (Asilomar State Park and Conference Grounds). The Scope of Work for the City Mobility and Parking Management Plan is: o Assessment of Existing Parking Demand, Supply, and Administration Inventory all existing parking, including meters, public parking lots, and timed spaces. Inventories must include a detailed map, similar to 2015 Downtown Parking Map. Conduct parking occupancy counts, specifically in the Downtown Business District, Central Avenue Business District, American Tin Cannery area, Ocean View Boulevard (from Eardley Avenue to Lighthouse Avenue), and Sunset Drive (from Lighthouse Avenue to Crocker Avenue). Review current Residential Parking Program neighborhoods Conduct a review of fees for meters and permits. Conduct interviews of City staff to better understand parking administration practices, including permits sales, coin collection, parking enforcement software/hardware, annual revenues, and estimated total cost to administer parking in the City of Pacific 5 of 12 RFP No. 2022-12-City Mobility & Parking Management Plan Grove (inclusive of staff time, recurring fees, maintenance, and repairs). Conduct an inventory and review of existing infrastructure of alternative parking and mobility resources, including those related to bicycles, pedestrians, buses, and shuttles.
