Due Date for Questions and Clarifications February 15, 2023 by 1:00 PM (Arizona Time). PROJECT DESCRIPTION The intent of this project is to select a team to design and construct a replacement critical systems Remote Transmitter and Receiver (RTR) building and relocate radio antenna towers and selected equipment. Due to the critical nature of the equipment, it is anticipated that this project will need to be phased in order to maintain air traffic operations at all times. It is also expected that the new building will be constructed and commissioned prior to relocation of any critical equipment. Coordination and communication will be crucial in this project to ensure zero disruption of air traffic operations. B. MINIMUM REQUIREMENTS Licensed construction firm and design professionals per the State of Arizona requirements. C. SCOPE OF WORK The scope of this project will include design and construction of the building sized as shown on the included proposed site layout and floorplan drawings (Exhibit 1 and Exhibit 2) to include new antenna cabling and equipment racks, HVAC systems, static dissipative flooring, electrical system including UPS and emergency backup generation, security systems to include access controls, systems monitoring, complete electrical grounding, grading and paving, and general site landscaping. Airport staff will be responsible for purchase and installation of new radio antennas and relocating radio racks and radios from existing to new location. The selected contractor will supply new antenna cabling (LMR400 and LMR 400 Ultra-Flex or approved equivalent), 2 new equipment racks (Emcor AS-045491-SF, or approved equivalent, color Graystone, or approved equivalent) and any necessary accessories not listed above as Airport responsibility. Preferred HVAC will be two (for redundancy) appropriately and equally sized (min 5-Ton) package units located on the exterior and ducted into the building compatible with Climatec automated systems. Current building HVAC manufacturer inventory includes Carrier, Daikin, and Trane. Power for the building will be supplied from a panel in the new Air Traffic Control Tower through a previously installed conduit to be identified by owner. Emergency power generation shall be supplied by a standalone Tier 2 or Tier 3 appropriately sized emergency generator with new transfer switch. Existing generator is a Caterpillar Model D50-6S, C4.4 Turbo engine, 64KW@1800 RPM. A new UPS power supply shall be required (existing UPS is a Powerware FE 12.5 KVA). The Airport utilizes Lenel Access Control and Alarm Monitoring System (ACAMS); access control and monitoring must be designed and installed by an approved Lenel vender authorized representative. It is anticipated that the project will require 3 badge readers and 8 to 10 other inputs/outputs. The Airport utilizes the services of Convergint Technologies for access control applications. Fiber optic cabling shall be routed from an existing location in the adjacent new Air Traffic Control Tower, though existing conduit to the handhole next to the project site where a new conduit extension will be required (approximate length is 1000 feet). Additionally, the Airport uses Best Locks for all mechanical door and gate locks. This project will not include any wet utilities or fire suppression systems. Lightning and static protection and electrical grounding/bonding for the project shall be installed according to Federal Aviation Administration (FAA) Standard FAA-STD-019 (most current). The building is preferred to closely match the color/texture of the adjacent new air traffic control tower and base building. Landscaping shall be decomposed granite that matches existing and shall extend to the limits identified on the project location concept page (Exhibit 1). There will be no windows in the building. Regarding antenna tower relocation, the selected contractor can expect to construct new foundations, relocate up to three 40-foot antenna towers with platforms in phases, and install all antenna cabling, grounding and lightning protection, and antenna cable pathway. PMGAA will relocate the actual radios and antennas in phased sequence. The construction location for the new building is located within the secured Air Traffic Control Tower compound. Construction access will be through the contractor staging area and through an approved temporary gate into the secured compound (see Exhibit 1). The selected contractor will be responsible for controlling access into the tower compound through the staging area. Tenants and airport staff will utilize Gate 48V and will not transit through the contractor staging yard. Airport badges will not be required for this project. Escort must be coordinated in advance and will be provided for work that must take place within the Air Operations Area (AOA) at the existing RTR site. It is understood that PMGAA shall receive for comment and approval all plans and product submittals. Selected Contractor shall follow the standards and specifications as outlined in Exhibit 4.
