Request for Qualifications for Design/Build Contractor Lewis and Clark County Courthouse Pneumatic Controls Project Lewis and Clark County (County) is soliciting a Request for Qualifications (RFQ) for a design/build contractor for the design and construction of the Lewis and Clark County Courthouse Pneumatic Controls Project. The County will review responses according to the criteria as stated in the full RFQ. Qualified contractors will be ranked in order by a selection committee. Responses that are deemed incomplete by the selection committee will not be processed. Lewis and Clark County reserve the right to reject all responses deemed unqualified, unsatisfactory, inappropriate or incomplete. Responses become the property of Lewis and Clark County. The County is not responsible for paying costs associated with preparing a submittal. Minority and women-owned businesses are encouraged to participate in this solicitation. The Response must be in a sealed envelope and marked on the outside of the envelope, "RFQ CH Pneumatics." Legibility, clarity, and completeness of the responses are essential. The Project is needed to replace pneumatic controls originally installed in 1984 with electro-mechanical controls and components compatible with 40% of the existing building system and controls. The main components of the system are tied to the Detention Center and during the recent Detention Center renovation, 40% of the Courthouse controls were completed. Based on the challenges with finding pneumatic control parts and finding qualified technicians, this Project will upgrade and replace the remaining 60% of the controls. ALL QUESTIONS AND CONTACTS REGARDING THIS RFQ MUST BE SUBMITTED IN WRITING VIA EMAIL TO azacherl@lccountymt.gov by February 7, 2023. Notification of Pre-Qualification: On or before Thursday, March 2, 2023 The specific scope of design services will be negotiated prior to signing the Contract. In general, services are anticipated to include the following: o Participation in design, coordination, and building committee meetings, if necessary; o Review of designs for constructability; o Work with the County on phasing, scheduling, and other strategies to complete construction of this scale of project; o Coordination and gathering of input from subcontractors regarding constructability, if necessary; o Recommend and actively source labor and material resources necessary to complete the project construction and provide the County updates on lead time for materials and equipment, impact on the construction schedule and budget, and strategies for mitigating any impacts; o Furnish a final construction cost estimate for the County's review and approval; o Develop a firm construction schedule; o Provide all installation, programming, engineering, and graphics required to upgrade the pneumatic controls to electro-mechanical.
