The RM of Coulee No. 136 is accepting tenders for loading, hauling & spreading of approximately 7,000 cubic yards of crushed road gravel and ratepayer private gravel from 1 municipal pit at SE 16-15-12-W3M. 2.1. The Municipality reserves the right to refuse to accept any or all tenders, and the lowest tender not necessarily be accepted. 2.2 Without limiting the generality of the foregoing, any tender may be rejected which is incomplete, obscure, or irregular. 2.3 The Municipality reserves the right to cancel the acceptance of any tender at any time before execution of the contract by all parties without any liability against the Municipality. 2.4 Two business related references shall accompany the tender. Personal references will not be considered. 2.5 If prices are similar, preference will be given to contractors whom have an established good working relationship with the Municipality. 2.6 Preference will be given to short-notice availability to return and do 'spot graveling'. 3. Late Tenders 3.1. Tenders received after the date and time specified in Clause 1.1 will not be considered. 4. Validity of Tenders 4.1. A bidder may, without prejudice to himself, withdraw his tender at any time up to within two (2) hours of the time specified in Clause 1.1. The tenders received will be valid for a period of thirty (30) days from the date of the opening of the tender. 5. Tender Limitations 5.1. Oral, fax and telephone tenders will not be considered. 5.2. Oral, fax and telephone modifications to submitted tenders will not be considered. Modifications will only be accepted in writing by the means noted in Clause 1.1. 6. Tender Submissions 6.1. All tenders shall include the following information: a) Price per cubic yard per mile for hauling/spreading gravel. ($/yd/mi) b) Price per cubic yard for Loading. c) Minimum haul distance. d) Any additional surcharges or mobilization charges e) Private (ratepayer) haul charge f) A full list of currently OWNED equipment/machinery to be used for the completion of the gravel haul. g) Equipment/machinery listing of LEASED/RENTED equipment, if any required h) A copy of current & valid liability insurance policy of $5,000,000 minimum must be provided. i) A copy of an up-to-date clearance or letter of good standing with the Saskatchewan Workers' Compensation Board is to be included with the tender submission. Payment of Sask. WCB premium is the responsibility of the contractor. 7. Project Specifications 7.1. The gravel haul for the Municipality will consist of loading, hauling and spreading road gravel provided from the Municipal Stockpile at SE16-15-12-W3M. 7.2. The total amount of gravel to be hauled is approximately 7,000 cubic yards in the Municipality. 7.3 The successful bidder shall meet all OH&S safety regulations and certifications and will be required to provide proof of safety certifications upon request. 8. Tender Omissions 8.1 Council reserves the right to consider tenders with minor omissions provided that the bidder, is successful in the tender awarding, can rectify the omission within five (5) days of the tender being awarded. 9. Labour, Materials & Equipment 9.1. The successful bidder shall supply all supervision, labour, materials, equipment, tools, and all other things necessary for the complete supply of the work as indicated or intended by the specifications which form part of this document. 9.2. The unit price shall include the supply of all supervision, labour, materials, equipment, tools, and all other things necessary for the complete supply of the work. 9.3 All trucks will require safety certifications. 10. Commencement and Completion of Work 10.1 State the expected start and completion dates of work. 10.2 Council reserves the right to cancel road gravel application if too late in the fall or call in another subcontractor to complete. 11. GST/PST 11.1 The tender unit price shall not include Goods & Services Tax (GST) or Provincial Sales Tax (PST)
