For Rolling Hills Water Plant 0.21 MG Gallon Storage Tank Replacement The Sheldon Road Municipal Utility District (District) is requesting bids for the demolition of an existing 210,000-gallon bolted steel ground storage tank and the installation of a new 210,000-gallon welded steel ground storage tank at the District Rolling Hills Water Plant located at 11115 Penrose Drive, Houston, Texas 77044. The project includes site work, yard piping, concrete foundation with subgrade, concrete overflow pad, electrical, instrumentation, and associated work. An alternate bid is included for the installation of a concrete ground storage tank in lieu of a steel tank. Bids in duplicate copies must be sealed and marked Rolling Hills Water Plant 0.21 MG GST Replacement and delivered at the Office of HDR Engineering, Inc. located at 4828 Loop Central Drive, Suite 800, Houston, Texas 77081 to arrive no later than 10:00 A.M., local time, Wednesday, February 22, 2023. Bids received after that time will not be accepted. Bids will be opened publicly and read aloud at that time. A Non-Mandatory Pre-Bid Conference will be held at 10:00 A.M., local time, Wednesday, February 8, 2023 at the District Office located at 9419 Lamkin Road, Houston, Texas 77049. Once the meeting begins, you will need to mute your phone or microphone in order to limit background noise. This is in order to prevent disruption over the phone and to allow callers to listen to the meeting. In order to keep record of attendees, please email your information in advance to Ryan Nokelby (Nokelby@hdrinc.com). A roll call will be initiated at the beginning of the pre-bid conference to confirm the phone conference attendees. Attendance at the Pre-Bid Conference is non-mandatory. After the Pre-Bid Conference, the District will host a site visit for any potential bidder at the Rolling Hills Water Plant located at 11115 Penrose Drive, Houston, Texas 77044. Copies of Bid/Contract Documents may be obtained electronically, search Sheldon Road MUD - Rolling Hills Water Plant 0.21 MG GST Replacement. Bidders must register on this website in order to view and/or download plans and specifications for this project. There is NO charge to view or download documents from the website. It shall be each bidder sole responsibility to inspect the site of the work and to inform himself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. A cashier check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the District, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder's deposit shall be forfeited and become the property of the District in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the District after receipt of Notice to Award from the District. The successful Bidder must furnish PERFORMANCE and PAYMENT BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of B, or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. The Sheldon Road Municipal Utility District reserves the right to reject any or all bids, to waive any informalities in the bidding and to accept any bid which it deems advantageous to the District. Each bidder agrees to waive any claim it has or may have against the District, the Engineer, and their respective employees, arising out of or in connection with the administration, evaluation or recommendation of any bid. Bids may be held by the Sheldon Road Municipal Utility District for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder qualifications prior to the contract award.
