The Los Angeles Unified School District, Contract Administration, is seeking bids for TREE SERVICES (TRIMMING, REMOVAL, PLANTING, AND ASSESSMENT) as outlined in the attached. The resultant unit price requirements contract, if awarded, will be for an initial 36 months period. The contract will be State and/or locally-funded and is subject to fiscal year funding. District contract awards are made in accordance with authority granted to the Los Angeles Board of Education under California Law (e.g. the Public Contract Code, Education Code, and Government Code). Bids received after that time will not be considered. The only acceptable evidence to establish the time of receipt is the date/time stamp imprinted upon the Bid package by the date/time recorder at the Procurement Services Center Reception Desk. The IFB designation number 2000002800 must be inscribed upon the face of the submission package. Due to Covid-19 Health and Safety Protocols, bid opening will not be conducted at this time. Any bidder who chooses to hand deliver their bid shall deposit their sealed bid submittal in the locked drop-box located to the left of the procurement services centers lobby doors. Bids will only be accepted from prequalified bidders pursuant to the OWNER prequalification process. The successful bidder will be required to pay prevailing wages in accordance with law and is required to have the following State of California Contractor license(s) current at the time of bid submission: D-49 and C-27. Bidder is advised that no contractor or subcontractor may be listed on a bid for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relation pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR) and the Los Angeles Unified School Districts DIR-approved Labor Compliance Program. All communications in connection with this IFB shall be provided in writing and submitted online only, on or before the last day for questions, through the Vendor Registration Website: https://psd.lausd.net/procurement_solicitations_achieve.asp. There will not be a pre-bid conference scheduled for this bid event. However, prospective bidders are encouraged to submit any questions they may have regarding the technical or contractual aspects of this solicitation through the Procurement Services Division website and the procurement official responsible for this solicitation will post answers to submitted questions in a timely manner for review. The last day for questions is February 3, 2023. Prospective bidders must not contact any District representative or personnel working on behalf of the District (except those designated herein) prior to publication of the Districts notice of contract award covering this requirement. Inappropriate contact by a prospective bidder may subject the bidder to disqualification from the contract award process. Any remarks, additions or exceptions attached (by the bidder) to the bid, which conflict with the terms and conditions herein, may cause it to be deemed,non-responsive. The contract(s) that may be awarded hereunder is/are not exclusive. The District expressly reserves the right to contract for goods and services such as those referenced herein, through other contractors. Should you decide not to compete for a contract award under this IFB, please complete the attached No Bid Response form (page 4), and send it to the undersigned. Failure to provide a response to this solicitation may result in removal of your firms name from our vendor list for future IFB opportunities.
