Renovation of a mixed-use development in Cleveland, Ohio. Working plans call for the renovation of a clubhouse / community center.

*As of 04/25/2023, no bids were received. A timeline for rebidding has not been established yet.* The project consists of but is not limited to: Complete roof replacement at Outhwaite Buildings A3, 5, 18, C15, C16, C17, C18, C19 and the Community Buildin Each bid must be accompanied by a properly executed Bid Bond, Certified Check, or Cashier's Check on a solvent bank, made payable to the Cuyahoga Metropolitan Housing Authority in an amount which shall not be less than ten percent (10%) of the total amount of the Bid. Within ten (10) days after the receipt of a "Notice of Intent", the successful bidder shall execute and deliver all prescribed forms and a Contract in the form furnished in such number of counterparts as CMHA may require. 00 21 13 - Supplemental Instructions to Bidders Page 3 (b) In addition to satisfying all conditions of award as set forth elsewhere in these documents, the successful bidder, within the time period specified above, shall furnish: (1) a 100 percent Performance and Payment Bond in an amount not less than the total penal sum of the full amount of the Contract awarded, in the form prescribed by CMHA or (2) with CMHA's approval, a 20% cash escrow provided that: i) the total contract amount is no more than $500,000.00; ii) the contract is not for highly specialized services (e.g. elevator work, boiler work, or other work requiring certifications); iii) there were at least two other responsive bids or proposals from responsible contractors to the solicitation; iv) the term of the contract will not exceed one year (two years for indefinite delivery, indefinite quantity contracts), and v) the Contractor's financial condition and past performance does not pose a risk to CMHA . CMHA reserves the right to reject any and all bids, accept other than the lowest bid (e.g., the apparent low bid is unreasonably low), and to waive any informalities or minor irregularities in bids received whenever such rejection or waiver is in the best interest of CMHA. CMHA shall have the right to reject or negotiate any bid that indicates an unbalanced bid or prices not realistic for the work . Bidder accepts the provisions of this Solicitation for liquidated damages in the amount of $1850.00 per day in the event of Bidder's failure to complete the Work within the Contract performance period in accordance with Clause 33 of the General Conditions for Construction Contracts (HUD Form 5370). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Questions will be received in writing no later than 5:00 PM local time on Friday, April 14, 2023 via email at SmithT@cmha.net The construction estimate range for this project is between $1,465,000.00 - $2,020,000.00 CMHA Outhwaite Homes Roofs Roof Replacements at Building Numbers: 5, 18, A3, C15, C16, C17, C18, C19, and the Stokes Museum. Comprehensive Roof Maintenance at the Outhwaite Homes Community Center Building, which contains the Stokes Museum Roof Area. The Work at all CMHA Outhwaite Roofs is defined by the Contract Documents and consists of the following. Contractor shall: 1. Prior to any work, the Contractor shall test all existing roof drains to confirm that they are flowing freely. The Contractor shall make a reasonable attempt to clear the drain using either a mechanical auger or hydro jet. Any non-clearable drains shall be brought to the attention of the Roof Consultant within 24-hours. Contractor shall be responsible for problems with interior roof drains if not reported prior to the commencement of work. 2. Provide and maintain all enclosures, fencing of construction areas, interior protection, exterior protection, and ground protection as necessary and as required by Division 01 Section 5000 Construction Facilities and Temporary Controls. 3. Provide and maintain protection on all roof areas where materials are to be transported and stored as necessary and as required by Division 01 Section 5000 Construction Facilities and Temporary Controls. 4. Remove the existing sheet metal flashings, base flashings, modified bitumen membrane, and insulation materials down to the existing roof deck. All materials shall be properly disposed of off the job site daily as required by Division 02 Section 4119 Selective Demolition. a. Laboratory testing for the presence of asbestos has revealed asbestos containing materials is present in the one roof flashing tested. Please refer to the Asbestos Sampling Report and the appropriate Roof Demolition Plan for the sample location that tested positive. 5. Remove the existing roof hatches at Buildings C18 and C19. Span the abandoned roof openings with pre-painted 1/4 " steel plate. Clean up any debris in the affected units resulting from the removal of the hatches to the satisfaction of Outhwaite Homes Estate Management. 6. Repair damaged areas of concrete roof decking per Division 03 Section 4100 Structural Concrete Deck. Work shall be performed on a unit price basis per Division 01 Section 2200 Unit Prices. a. Include 50 square feet of deck repair in the base bid. 7. Re-point deteriorated parapet masonry mortar joints, above roof deck level, as directed by Intertek or CMHA per Division 04 Section 2000 Unit Masonry. Work shall be performed on a unit price basis per Division 01 Section 2200 Unit Prices. a. Include 200 linear feet of tuck pointing in the base bid. 8. Replace damaged masonry units (brick) as directed by Intertek or CMHA per Division 04 Section 2000 Unit Masonry. Work shall be performed on a unit price basis per Division 01 Section 2200 Unit Prices. a. Include 30 masonry units in the base bid. 9. Replace lumber that is found to be deteriorated or damaged per Division 06 Section 1053 Miscellaneous Rough Carpentry. Work shall be performed on a unit price basis per Division 01 Section 2200 Unit Prices. a. Include 200 board feet of damaged blocking in the base bid. 10. Provide and install all new Type B Vents and associated hardware per Division 07 Section 7200 Roof Accessories. 11. Provide and install new Boiler Flues as directed on the Finished Roof Plans and Per Division 07 Section 7200 Roof Accessories. 12. Replace the Stone Coping head joints at Buildings 5, 18, and the Stokes Museum Roof per the Detail Drawings 06 and 06B, and per Division 04 Section 2000 Unit masonry. 13. Repair masonry chimneys as directed on the Finished Roof Plans. 14. Construct the new roof perimeter edge profiles at "C" Buildings per the Roof Plans and Detail Drawings. All bidders have the option of opening and examining the existing perimeter edge profiles, prior to submitting their bids, providing they return the roof(s) to a watertight condition. Include all associated costs to construct the new edge profiles in the base bid. 15. On all sections, Contractor shall review the slope of roof deck after the existing insulation has been removed to ensure that the specified insulation will provide proper drainage. Any portions of deck not providing proper drainage shall be brought to the attention of the Roof Consultant who will prepare a modification to correct the slope in areas as required. 16. After proper roof deck slope is confirmed, provide, and install the specified vapor barrier per Division 7 Section 5213 SBS Modified Bitumen Roofing. 17. Provide and install the specified base layer of isocyanurate insulation in ribbons of low-rise urethane foam adhesive spaced properly to satisfy the specified uplift requirements. Insulation base layer thicknesses and slope requirements are listed on the individual Roof Taper Plans. 18. Provide and install the specified tapered isocyanurate insulation, adhere in lowrise foam. Low-rise foam adhesive for all layers of insulation shall be applied at rates to satisfy the specified corner, perimeter, and field uplift requirements. 19. Provide and install new manufacturer's cant strips and tapered edge boards as needed per the manufacturer's installation requirements, and per Division 07 Section 5216 SBS Modified Bituminous Membrane Roofing and as shown on Drawings. 20. Provide and install the specified coverboard, adhere in low-rise foam and roll board with a weighted roller to promote adhesion. 21. Provide and install new vandal resistant aluminum retrofit drain inserts at all drain locations per Division 22 Section 1423 Storm Drainage Piping Specialties as shown on drawings, and per the roofing material manufacturer's warrantable detail. 22. Provide and install new SBS smooth surfaced modified membrane base sheet. Complete this work per manufacturer's installation requirements and per Division 07 Section 5216 SBS Modified Bituminous Membrane Roofing. 23. Provide and install SBS granular surfaced modified bitumen cap sheet per the manufacturer's installation requirements and per Division 07 Section 5216 SBS Modified Bituminous Membrane Roofing and as shown on Drawings. Cuyahoga Metropolitan Housing Authority 2023 Outhwaite Homes Roof Replacements 24. Provide and install new 2-ply modified bitumen base flashings per manufacturer's installation requirements and per Division 07 Section 5216 SBS Modified Bituminous Membrane Roofing and as shown on Drawings. It should be noted that the exact membrane flashing assembly and installation may vary slightly to meet the warranty requirements of the roofing materials manufacturer. 25. Provide and install new counterflashing per Division 07 Section 6200 Sheet Metal Flashing and Trim, and as shown on Drawings. 26. Provide and install the specified pipe supports per Division 07 Section 6200 Sheet Metal Flashing and Trim. 27. Provide and install new roof perimeter metals per Division 07 Section 6200 Sheet Metal Flashing and Trim, and as shown on Drawings. 28. Provide and install new fluid applied flashings per manufacturer's installation requirements per Division 07 Section 5216 SBS Modified Bituminous Membrane Roofing. 29. Provide and install new sealants and sealing systems at roof penetrations and roof perimeters per Division 07 Section 9200 Joint Sealants and as shown on Drawings. 30. The Outhwaite Homes Community Building Maintenance Scope of Work, and materials to be included in the base bid, are outlined on Drawing RP-CC-MSN, Community Building Maintenance Roof Plan Sheet Notes.
