The Municipality of Thames Centre (Thames Centre) is soliciting Proposals from qualified Proponents for an in-depth consultation and planning process that will result in an updated and comprehensive Community Services & Facilities Master Plan (Plan), formerly called the Community Services Master Plan, and commonly referred to as the Recreation Master Plan. This Plan will be a clear, concise, innovative and flexible planning tool to be used by the Municipality and staff with direct, implementable recommendations which will guide the department for the next 10 years. The successful Proponent will be responsible for undertaking all worked related to the investigation, consultation, community engagement and preparation and ultimate approval of this Plan. Proponents must demonstrate their ability to achieve a high standard of quality in their consulting services and community engagement.
The purpose of this Plan is to help identify departmental priorities, goals and strategies for the next 10 years, through the provision of a comprehensive review and needs assessment. Other official plans of the Municipality shall be taken into consideration in the update of this Plan. Accessibility and inclusivity are key factors that should be considered in all areas of this Plan. Likewise, having a Plan that focuses on providing parks, facilities and programs to promote an active community and one that fosters a closely-knit community is desired. The Plan will help guide the Municipality in making decisions that best meet the needs of the community. This includes guidance on park planning, facility redevelopment & expansion, partnership development and the delivery of programs, services and events.
It is critical to have a high level of community engagement that will allow all members of the community to participate in the development of this Plan. This will mean soliciting input from not only the two largest populations within Thames Centre (those being Dorchester and Thorndale), but also seeking feedback from the many smaller communities located across this municipality.
The intention of this Project is to award the contract as soon as possible after the bid closing deadline, with hopes the updated Plan can be completed and presented to Council on September 11, 2023. This will allow items included within the Plan to be incorporated into the 2024 budget proposal. The method of contractor selection has not been determined at this time.
