As of July 17, 2024, this project is in the design phase. Construction is anticipated to begin in 2026 or 2027. NOTICE IS HEREBY GIVEN that the Skagit County Public Works Department invites the submittal of written statements of qualifications from Consultants interested in providing Professional Engineering, Environmental, Right of Way services, and other related work for the design of the Cook Road / I-5 Interchange Vicinity Improvements, Project No. ES63000-11. PROJECT DESCRIPTION This project includes adding a travel lane to the Cook Road / I-5 Interchange (Exit 232) and signalizing both the northbound and southbound I-5 on and off ramps to reduce collisions and alleviate congestion. The additional travel lane will begin on the northbound I-5 off ramp to the Cook Road Intersection, then continue easterly onto Cook Road through the Old Highway 99 N. intersection, across the Burlington Northern Santa Fe (BNSF) railroad, and past the Green Road intersection where the additional travel lane will terminate and transition back into the existing eastbound lane of Cook Road. The work to be performed by the selected consultant will include, but is not limited to; preparation of the PS&E including design of the project, preparation of project plans and specifications in compliance with local, state, and federal requirements, an estimate of construction costs, right of way acquisition and certification, environmental permitting, surveying, geotechnical design, cultural resource investigation, as well as an Intersection Control Evaluation (ICE) in conformance with WSDOT requirements. This assignment may be a multiphase agreement including prebid support and construction services such as: submittal reviews, RFIs, change orders, inspections, contract close out, and other construction-related tasks. Construction is anticipated to begin in 2025. A Disadvantaged Business Enterprise (DBE) mandatory goal of eighteen (18%) percent has been established for this project. Certification is required. SUBMITTAL Cover letter shall include the following information: Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel. The Submittal package shall be limited to one page cover letter and a maximum of nine (9) pages of qualifications (single-sided, letter size, excluding the cover page) stating qualifications. Submittals will be evaluated based on the following criteria: 1) Key personnel; 2) Firms experience with WSDOT PS&E, Federal Highway Administration Standards and Requirements, and Skagit County Standards, Specifications, and Requirements; 3) Experience as a design consultant on road projects valued between $5 to $10 million; 4) Experience coordinating with BNSF and WSDOT; 5) Approach to project; 6) Ability to meet schedule; 7) Past performance/ references. Selection will be made on qualifications submitted. The three (3) highest ranking firms will be called for interviews. The highest-ranking firm from the interview round will be invited into contract negotiations with the County.
