The plan should include but is not limited to plans to restore and rebalance the lake's mechanical and biological systems, addressing user behavior and implementation of future operations and maintenance. The City reserves the right to reject any and all bids and to waive any informality in any bid. The Method of Contractor Selection has not been determined at this time.
