The Oregon Military Department ("OMD") has an infrastructure portfolio spread throughout the State of
Oregon. Types of buildings include readiness centers, training site facilities, housing, dinning, maintenance
facilities, warehousing, storage, aviation facilities, and administrative space.
Approximately fifty five (55) facilities within OMDs portfolio are equipped with Weapons Vaults, Secure
Internet Protocol Rooms ("SIPR"), and other areas requiring Electronic Security Systems. The Agency is
soliciting for a Contractor provide remote Underwriters Laboratories (UL827 and UL2050) listed alarm
monitoring services for facilities identified by OMD including but not limited to primary and partition accounts.
Agency anticipates the award of one (1) Contract resulting from this RFQ. The initial term of the resulting
contract is anticipated to be two (2) years with an option for renewal up to ten (10) years. There is no guarantee
of a minimum number of alarms and the total number of alarms to be monitored is at the sole discretion of
OMD. OMD reserves the right to add or remove alarms from monitoring services at its sole discretion. The
services shall not be considered inclusive. The OMD reserves the right to acquire similar or identical services
under separate contracts with other providers at its sole discretion.
1.3 SCOPE OF WORK/STATEMENT OF WORK/SPECIFICATIONS
1.3.1 PROJECT DESCRIPTION
The Work includes, but is not limited to, remote monitoring of Electronic Security Systems ("ESS")
which consist of multi-zone, multi-area configurations, notification of law enforcement and designated
Oregon Military Department (OMD) personnel, provide system information on a scheduled or on demand
basis to authorized personnel, twenty-four (24) hours a day, three hundred sixty five (365) days a year
Underwriters Laboratories (UL827 and UL2050) listed alarm monitoring at Agency facilities identified in
Attachment A, Exhibit E. All work and services provided must be done in compliance with all applicable
codes and regulations. The Agency anticipates additional facilities may be added to the resulting Contract
