Issuer: Hampton Roads Regional Jail Background: The Hampton Roads Regional Jail (hereafter known as HRRJ or the Regional Jail) is located in Portsmouth, Virginia. It is a regional facility, which began operations in March 1998. The current average daily population of inmates is approximately 400. The Regional Jail is a 24-hour operation. The facility is a modern two-story podular design building with inmate housing units on three of the four corners of the central support building. The building is approximately 380,000 square feet in size on a 38-acre site. Approximately 205 Regional Jail employees and 80 contractors staff the facility including contract medical, food service, and maintenance personnel. The Hampton Roads Regional Jail Authority serves the cities of Chesapeake, Hampton, Newport News, Norfolk and Portsmouth. The inmates consist of male and female. The facility was designed with a ramped loading dock and warehouse. This area is located within the secure perimeter of The Regional Jail. Access is gained by authorized individuals through a large drive-through security gate. Security requirements are found on page 13. Scope of Work: Provide all labor, materials and supplies to deliver, assemble, and install the following Aurora hot water pumps, chilled water pumps, and condenser water pumps, located in central plant. The existing pumps are original to the building and were installed in 1997. Each pump is a Horizontal single stage split case pump, 460V, 3 Phase. Hot water pumps #1, #2, and #3 and chilled water pumps #3, and #4 have variable frequency drive (VFD) motors. The pumps must be installed, balanced and aligned according to the manufacturer's requirements. A Schedule of Pumps is included as attachment A. This job must be completed in phases in order to maintain safe temperatures for the inmates and staff, and to avoid damage to the facility and equipment as a result of excessive heat or cold. The hot water pumps should be installed during hot weather and the chilled water and condenser pumps should be install during cold weather. A phased installation plan, showing estimated installation start day and the time required to install each pump, must be included with the bid. It is the Regional Jail's intent to issue an award no later than 10 business days after the close of the bid. Bidders offering equipment other than the equipment specified above will be considered, however the Regional Jail will, at its sole discretion, determine which product is an acceptable equal. Bidders submitting equipment other than the equipment specified above must attach the complete product specifications of the proposed equipment and note that an alternate brand is being offered in the "Exceptions" section of the bid. Work will include removal and proper disposal of existing equipment and the area must be cleaned of all construction debris.
