The Town of Amherstburg is seeking to engage a consultant to complete a Heritage Conservation District Study as outlined by the Ontario Heritage Act. The Town of Amherstburg has a rich past and contributes to the cultural history of Canada. There are 182 properties that are recognized on the Municipal Heritage Register, some are also recognized by the Federal Government and Provincial Government. Many of these properties are within a concentrated area generally considered the core of the Town of Amherstburg. Heritage Conservation District (HCD's) recognize the collective heritage value of areas and neighborhoods that have common threads such as construction timeframes, architectural features and styles, neighborhood design and development. Through designation under Part V of the Ontario Heritage Act, municipalities can identify and preserve areas and neighborhoods with unique heritage character. This is done by creating a Heritage Conservation District Plan which provides guidelines for managing future development and the alteration of existing heritage structures. While heritage conservation districts are recognized as a strategy in the Town of Amherstburg's Official Plan, to date the Town has only successfully designated individual properties under Part IV of the Act. As a result, only some individual structures are protection under the Act. Over the last several years the Town of Amherstburg has commissioned a number of background studies to assist with the development of a heritage conservation district. o In 2003, Monteith Brown Planning Consultants prepared the Downtown Tourist District Theme, Wayfinding and Signage Plan for the Town. o In 2008, Zelinka Priamo prepared a draft study for the preparation of the Amherstburg Heritage District Study and Urban Design Guidelines. The purpose of the study was identified to be for the determination of how similar architectural features could be incorporated into the heritage character area. The Town's RFP did not recommend the assessment or justification of a specific heritage district to be designated under the Ontario Heritage Act. o In 2011, Lassaline Planning Consultants Inc. submitted a draft Dalhousie Street Heritage District Plan. A Heritage Conservation District by-law was not adopted by council at that time.
