The City of Philadelphia (City) acting through its Water Department (PWD or Department) is seeking proposals, through this Request for Proposal (RFP), from qualified consultants to provide general engineering services for water/wastewater treatment facilities to supplement the in-house engineering staff and provide expertise in mechanical, electrical and plumbing design when and where required. This RFP is not for a specific project, but for projects required by the Department after the successful Respondents have been awarded a contract. It is anticipated that several Respondents will be awarded contracts as a result of this RFP. The number of firms awarded contracts will be based upon the needs of the Water Department. The City reserves the right to add, delete or modify information pertaining to this Notice of Contract Opportunity at any time during the period the Contract Opportunity remains open. The City may, but shall not be obligated to, amend the opportunity period based on the nature of the modification made. A Department which posts an Opportunity may elect to notify individual applicants that a change has been made to a Notice of Contract Opportunity. However, THE CITY DOES NOT GUARANTEE THAT ANY SUCH INDIVIDUAL NOTICES WILL BE ISSUED. IT IS THE RESPONSIBILTY OF EACH APPLICANT TO PERIODICALLY CHECK THIS PAGE FOR POSSIBLE MODIFICATIONS TO A CONTRACT OPPORTUNITY FOR WHICH THE APPLICANT HAS APPLIED. THE CITY SHALL NOT BE RESPONSIBLE FOR ANY FAILURE OF AN APPLICANT TO BE MADE AWARE OF A CHANGE TO A NOTICE OF CONTRACT OPPORTUNITY NOR FOR ANY FAILURE TO BE AWARDED A CONTRACT RESULTING FROM SUCH NOTICE. No applicant may be awarded a contract unless the applicant completes the application form provided on this website. The application form includes all disclosures (the names of subcontractors the applicant intends to use on the contract, the names of consultants used to assist in securing the contract, certain contributions made by the applicant and such consultants, certain requests made by City employees or officers and certain advice given by City employees) as required by Code Section 17-1402 (1) (b) of the Philadelphia Code. Applicants awarded a contract with the City of Philadelphia must comply with the continuing disclosure requirements of Code Section 17-1402 (1) (e) concerning such contributions made during and after the term of the contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
