The City of Temple, Texas, (City) is seeking proposals from firms interested and qualified to provide a Comprehensive User Fee Study (Study). The Study shall help the City better understand its true cost of providing services and may serve as a basis for making informed policy decisions regarding fees and rates for services. The principal goal of the Study is to assist the City with determining the full cost of services provided by the City. In concert with that goal, the City would like to establish a series of additional objectives: 1. Develop a rational basis for setting fees 2. Identify subsidy amount, if applicable, of each fee in the model 3. Enhance fairness and equity 4. Ensure compliance with state and local laws 5. Identify potential new fees, if applicable 6. Identify fee schedule restructuring or consolidation where applicable 7. Develop an updatable and comprehensive list of fees The final deliverable will be a report presented by the Consultant to applicable City management. The Scope of this study shall encompass a review and calculation of user fees charged by the following City departments and fee groups: a. Building and Permits b. City Secretary c. Planning and Development d. Library e. Engineering f. Animal Services g. Police h.
