City of Farmersville (City) seeks a qualified DESIGN-BUILD ENTITY (D-BE) to design and construct a new Fire Station to serve the City. The D-BE is defined as the one company leading the Design-Build Team to provide all services necessary to complete the planning, design, management, and construction of a new approximately 9,000 gross square foot fire station with associated site improvements on a 1.25-acre parcel (both on- and off-site) to be operated by the City of Farmersville Fire Department (FFD) (Project). The Project will be located on a City-owned parcel on Front Street, west of Farmersville Boulevard In accordance with the provisions of the California Public Contract Code Sections 22160 - 22169, The City is authorized to use the design-build method of public project delivery to pre-qualify, select, and award an agreement to a D-BE for the design and construction of public projects. This solicitation comprises the first of two steps in the design-build process. Statement of Qualifications (SOQs) received in response to this Request for SOQs (RFSQ) will be scored and ranked by a panel of City personnel and its consultant City Engineer. The highest-ranking D-BEs will be invited to advance to the second step in the process, a Request for Proposals (RFP), whereby the City will select a firm and award an agreement for the project. One (1) unbound, original hard copy (marked "Original"), one (1) duplicate hard copy, and one (1) electronic copy in PDF (on a flash drive) format of the submittal are required. The sealed envelope must be labeled with the D-BED-BE's business name, the project name "FIRE STATION #83", and the submittal deadline. A fully completed SOQ must be delivered to and received by QK. Failure to provide a responsive SOQ by the time specified above will preclude the D- BE from subsequent participation in the RFP for the Project. All submittals will be opened following the deadline Questions Any questions concerning this solicitation must be submitted via email to john.doyel@qkinc.com before 5:00 P.M. PDT on February 13, 2023. Responses to individual queries will be provided as soon as possible. The City will publish an anonymous summary of responses to all inquiries and/or may issue an addendum as a result. Respondents who wish to be placed on an email list to receive the summary Q&A and any addendum concerning this RFSQ should email john.doyel@qkinc.com to request placement on the email list Guaranteed Maximum Price The anticipated Guaranteed Maximum Price (GMP) will not exceed $6.5 million. However, the GMP may be revised during the future RFP process. Any proposals received in response to the RFP (second step of the process, should the City choose to proceed) which are greater than the established GMP for the project will be deemed "Non-Responsive."
