2023 Resurfacing Program and Sidewalk Program The above designated work and improvements referred to as 2023 RESURFACING PROGRAM & SIDEWALK PROGRAM shall include the resurfacing of approximately 9.0 miles of bituminous streets within the Village of Arlington Heights and the resurfacing of two Municipal parking lots. This work will include, but is not limited to, bituminous surface removal; curb and gutter removal and replacement; sidewalk removal and replacement; bituminous paving; bituminous pavement patching; driveway repair; structure reconstruction; structure adjustments and restoration. The locations for this work are shown in the Contract Documents. This work shall be to the requirements as indicated in the Contract Specifications. Bidders shall comply with the Prevailing Wage Rate Act (820 ILCS 130/) for the Base Bid, and the CDBG-funded work with the Department of Labor the Davis-Bacon Act wage rate will apply. Standard Specifications for Road and Bridge Construction, adopted January 1, 2022 and the Supplemental Specifications and Recurring Special Provisions adopted January 1, 2023. Bidders will also be required to comply with the applicable equal employment opportunity provisions. Bid bond, cashier's check, certified check drawn on a solvent bank in the State of Illinois, payable without condition to the Village of Arlington Heights in an amount not less than five percent (5%) of the bid, shall be submitted with each Proposal. The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to award a Contract which, in its judgement, is in the best interest of the Owner. Bidder must furnish a current copy of their Certificate of Eligibility issued by the Department of Transportation, State of Illinois, category 003 Bituminous Plant Mix, in order to bid on this project. All bidders shall be pre-qualified at a minimum of $3.5 million. The Affidavit of Availability must be submitted with the proposal, showing all uncompleted contracts awarded to them and all low bids pending award for Federal, State, County, Municipal and private work.
